CITY OF FALCON HEIGHTS <br />March 5, 1980 <br />Pursuant to due call and notice thereof, a special meeting of the City <br />Council of .the City of Falcon Heights was duly called and held at the City Hall <br />in said City on the 5th day of March, 1980 at 7;30 p.m. <br />The following members were present: Mayor Warkentien, Councilmembers <br />Steele, Brown, Eggert and Larson and the following were absent: None. <br />Councilmember Brown introduced the following Resolution and moved its <br />adoption: <br />RESOLUTION 80-~6 <br />A RESOLUTION DECLARING INTENT TO BECOME AN <br />ENTITLEMENT AREA FOR CRIMINAL JUSTICE <br />WHEREAS, the Justice System Improvement Act (JSI2~ reauthorizes and re- <br />structures the Federal assistance program to State and local governments for <br />criminal justice improvements; and <br />WHEREAS, Under the JSIA formula grants are authorized to State and local <br />governments to carry out programs of proven or likely effectiveness in improving <br />criminal and juvenile justice; and <br />WHEREAS, Larger units of local general government, including combinations, <br />are eligible to receive a specific portion of Part D monies and to set priorities <br />for the use of those funds based on their analysis of their crime and criminal justice <br />problems; and <br />WHEREAS, Jurisdictions eligible and electing to apply for such grants are <br />termed "entitlements" areas, and <br />WHEREAS, Status as an "entitlement" area under the JSIA means (a) certainty <br />of receiving a specified portion of the states' total allocation of Part D funds con- <br />tingent of submission of an approved application; (b) significant antonomy over the <br />use of those funds, and (c) responsibility to meet requirements of Federal and State <br />law and regulations; and <br />WHEREAS, A combination of local governments qualify as an entitlement area <br />if it has a total population of 100,000 persons and would receive at a minimum $50,000 <br />in Part D. funds; and <br />WHEREAS, The City of St. Paul, Ramsey County and any or all of the suburban <br />municipalities of Ramsey County in combination qualify as an entitlement area; and <br />WHEREAS, The City of Falcon Heights is committed to coordinated criminal <br />justice planning efforts to identify problems, to set priorities, and to develop <br />criminal justice system improvement programs. <br />THEREFORE be it Resolved the City of Falcon Heights, Minnesota hereby de- <br />clares its intention to combine with the City of St. Paul, Ramsey County and any or <br />all suburban municipalities of Ramsey County pursuant to the provisions of the JSIA <br />to become a combination "entitlement" area. <br />Resolved the City of Falcon Heights, Minnesota hereby authorizes the proper <br />officials to execute a letter of intent to become an entitlement to Robert Griesgraber, <br />Executive Director of the Crime Control Planning Board. <br />
