CITY OF FALCON HEIGHTS <br />Pursuant to due call and notice thereof, a special meeting of the City Council <br />of the City of Falcon Heights, Tinnesota, teas held on the 9th day of February, 1977. <br />• The following members were present: T~Tayor 'uTarkentien, Councilmen :31ack, <br />Ecklund, Steele and La'oalestra and the following were absent: None. <br />Councilman Steele introduced the following T;.esolution and moved its adoption. <br />RESOLUTION 77-6 <br />A RESOLUTION OPPOSING LEGISLATIOTJ ALTERING THE RAT~ISEY COUNTY NNNICIPAL COURT SYSTET~I <br />~~THEREAS, it has come to the attention of the City of Falcon Heights that a bill. may be <br />introduced in the 1977 legislative session which would in effect alter the Ramsey <br />County municipal court system by consolida+.,ing the five suburban court divisions into <br />tyro suburban court divisions, and, <br />tivliEREAS, the Minnesota legislature in previous action establishing the Ramsey County <br />municipal court system guaranteed the continuance of suburban court locations if so <br />desired by the affected duburban cities, and, <br />L~1HET~EAS, all involved cities enacted resolutions requesting the continuance of their <br />court operations within their cities, and, <br />4.TiEREAS, the City of Falcon Heights has studiEd the impact of the proposed consolidation <br />and find costs of prosecution including attorney's costs, and costs of police and <br />other staff is likely to substantially increase, and, <br />ti°JHET~.EAS, said study further indicated from the City's perspective, prosecution will <br />• become more complicated, further removed from the City and therefore, we believe <br />less effective, and, <br />v^~'HENEAS, consolidation further removes the courts from those who utilize its services, <br />and, <br />tiv~TiEREAS, there has not been full and open debate and discussion by the affected par- <br />ties, and, <br />v~iET3EAS, this proposed bill at this time has not been reviewed, considered, or en- <br />dorsed by the Ramsey County Hoard which is responsible for the County court system <br />in Ramsey County. <br />NOW THEREFORE, :3E IT RESOLVED by the City Council of the City of Falcon Heights that <br />said Council hereby goes on record as opposing any legislation which would have an <br />effect of removing municipal or county courts from the cities in which they are now <br />located. <br />NOti~~ T~'OR.E, .,3E IT FUr~THER RESOLVED that no such legislation should be considered <br />until all parties involved through mutual effort have had the opportunity to study <br />the effects of such legislation. <br />NCW THEREFORE, ~; IT FURTHER RESOLVED that the City Clerk-Administrator be and is <br />hereby directed to transmit copies of this resolution to each member of the rtamsey <br />County delegation and to each city in Ramsey County and to each member of the Ramsey <br />• County ~3oard and the Ramsey County League of Local Goverrunents and each member of <br />the Minnesota House and Senate Judiciary Committee. <br />
