_ ~_ , <br />- ~ O„~re.~ ~D uJ..QJ~-.Cl <br />~. <br />JOINT AND COOPERATIVE AGREEMENT <br />"SUBURBAN RAMSEY COUNTY EMERGENCY COMMUNICATIONS BOARD" <br />The parties to this agreement are governmental units of the ~• <br />State of Minnesota. This agreement is made. and entered into <br />pursuant to Minnesota Statutes Section 471.59. <br />WITNESSETH: <br />WHEREAS, coordinated emergency communications can provide <br />enhanced public safety services and provide the best opportunity <br />for application of current and future communications technology, <br />including technology associated with 911 emergency telephone <br />, service; and <br />WHEREAS, the effective utilization of the public safety radio <br />frequency resource in Ramsey County requires continued cooperation <br />- in the allocation and sharing of these frequency channels available, <br />an d <br />WHEREAS, police powers are granted to cities and counties in <br />the State of Minnesota by either statute or chapter; and <br />WHEREAS, command and control of public safety and emergency <br />service agencies should remain with the chief or director of said <br />agency; and . <br />WHEREAS, Minnesota Statutes provide a means for governmental <br />units to exercise jointly those powers which. they independently <br />are authorized to exercise; and <br />
