CITY OF FALCON HEIGHTS <br />FALCON HEIGHTS, MINNESOTA <br />At a regular Council meeting of the City of Falcon Heights <br />held on October 27, 1977, the following resolution was introduced <br />by Member Labalestra, seconded by Member Steele and unanimously <br />passed. <br />RESOLUTION NO. 77-26 <br />A RESOLUTION IN OPPOSITION TO PLACEMENT OF A JOB CORPS <br />TRAINING CENTER AT BETHEL COLLEGE, SAINT PAUL, MINNESOTA <br />RESOLVED that the City Council of the City of <br />Falcon Heights opposes-the proposed placement of a <br />Job Corps .Training Center under the Comprehensive <br />Employment and Training Act, at the site of Bethel <br />College, Saint Paul, Minnesota. <br />This resolution is based upon the following facts and testi- <br />mony adduced at the hearing from a number of witnesses, all of <br />whom appeared to voice objections to the Center. <br />1. The District No. 10 Community, by a vote of its <br />general members, is totally opposed to the pro- <br />ject; <br />2. The District No. 10 Community Council's power and <br />credibility will be greatly undermined or even <br />destroyed if its position is overruled; <br />3. The site does not appear suitable in regard to the <br />criteria established by the Department of Labor <br />that such sites be located in areas that have high <br />concentration of disadvantaged young people and <br />high percentages of unemployment. The City of <br />Saint Paul, the adjoining City of Falcon Heights, <br />and the immediate area surrounding the Bethel Col- <br />lege site, do not meet these criteria; <br />4. The character of the surrounding neighborhood would <br />be greatly affected by the placement of such a train- <br />ing center, with a resulting decrease in property <br />values particularly to the surrounding residential <br />property. This would be especially critical to <br />Falcon Heights in that there already exists a high <br />percentage of tax-exempt property and any decrease <br />in residential property values would have a tremen- <br />dous effect on the tax base of Falcon Heights. <br />
