• <br />4. Whether the project will use public infrastructure contemplated for the project <br />or will facilitate the construction of public infrastructure identified as <br />necessary or beneficial for other properties as determined by the City Council. <br />5. Whether the project will prevent specific and demonstrable loss of jobs. <br />6. Whether the project will create new jobs, whether the jobs to be created pay <br />wages at a level beneficial to the community (jobs created must be generally <br />in excess of minimum wage,) whether there are broader public benefits related <br />to the proposed business such as, but not limited to, the hiring of a diversified <br />work force, the provision of particular employee or family benefits, or the <br />hiring of city residents. <br />7. Whether the project will provide necessary or essential housing or other <br />community benefits, enhance economic or social diversity, stabilize the <br />community, affect existing businesses or properties, or otherwise have <br />demonstrable public benefits. <br />8. Whether the project will allow quality construction and promote the highest <br />and best use of the land. <br />• <br />• <br />9.
