<br />City of Falcon Heights <br />No. 2005-15 <br />RESOLUTION TO PARTICIPATE IN THE COUNTYWIDE ALL- <br />HAZARD MITIGATION PLAN <br />WHEREAS, the County of Ramsey Division of Emergency Management and Homeland <br />Security has participated in the all-hazard mitigation planning process as established <br />under the Disaster Mitigation Act of 2000, Pub. L. No. 106-390; and <br />WHEREAS, the Act requires all counties and municipalities to develop, adopt and <br />maintain all-hazard mitigation plans either independently or on a countywide, multi- <br />jurisdictional basis; and <br />WHEREAS, such plans must be well integrated and coordinated to account for the fact <br />that hazards in one jurisdiction impact on other nearby jurisdictions; and <br />WHEREAS, the Act establishes a framework for the development of an all-hazard <br />mitigation plan; and <br />WHEREAS, the Act as part of the planning process requires public involvement and <br />local coordination among neighboring local units of government and businesses; and <br />• WHEREAS, the plan must include a mitigation strategy including priorities, goals and <br />strategies and an action plan identifying specific mitigation projects and timeframes; and <br />WHEREAS, the plan must include an implementation and maintenance process <br />including plan updates, integration of the plan into other planning documents and how the <br />County will maintain public participation and coordination; and <br />WHEREAS, Ramsey County Division of Emergency Management and Homeland <br />Security has indicated its willingness to coordinate these efforts should the municipality <br />so desire; and <br />WHEREAS, the plan will be shared with all municipalities, the County Board of <br />Commissioners and the State of Minnesota Department of Public Safety, Division of <br />Homeland Security and Emergency Management for coordination; and <br />WHEREAS, adoption of the all-hazard mitigation plan will make the municipalities and <br />the County eligible to receive Hazard Mitigation Grant Program (HMGP) project grants <br />and Pre-Disaster Mitigation (PDM) Grant Program grants; and <br />WHEREAS, this Countywide All-Hazard Mitigation Plan has been approved by the <br />Federal Emergency Management Agency (FEMA) and by the State of Minnesota <br />• Department of Public Safety, Division of Homeland Security and Emergency <br />
