• <br />November 23, 2005 <br />City of Falcon Heights <br />RESOLUTION <br />No: 2005-21 <br />WHEREAS, the Capitol Region Watershed (CRWD) was established on September 24, 1998 to <br />address water quality and storm water rate issues in the cities of Saint Paul, Roseville, Falcon <br />Heights, Lauderdale and Maplewood; and <br />WHEREAS, the CRWD adopted a Watershed Management Plan on December 14, 2000; and <br />WHEREAS, the City of Falcon Heights adopted a Storm water Management Plan on Apri124, <br />2001; and <br />WHEREAS, and the City of Falcon Heights entered into a Memorandum of Understanding with <br />the CRWD on March 12, 2003; <br />WHEREAS, the City of Falcon Heights submitted the Phase II Storm water Permit on May 7, <br />2003; and subsequently on March 2, 2004; and March 7, 2005; and <br />WHEREAS, on October 10, 2005, the City of Falcon Heights was informed by the CRWD that it <br />• had completed a draft of rules and technical standards which are intended to implement the goals <br />and policies of the CRWD's Watershed Management Plan and that the draft of these rules and <br />standards was ready for review within a 45-day time period that was set to end on November 29, <br />2005; and <br />BE IT RESOLVED, the City Council requests that the CRWD establish a Technical Advisory <br />Committee made up of members from each of the cities within the watershed's boundaries to <br />ensure that technical, engineering, and land use considerations unique to municipalities are <br />included in the rules. <br />BE IT FURTHER RESOLVED, that the City of Falcon Heights respectfully requests that the <br />CRWD delay adopting any rules and standards until such time as the CRWD and the impacted <br />cities can meet for the purpose of finding mutually acceptable rules and standards that will <br />facilitate the needs to both the CRWD and its municipalities. <br />Moved by: Lamb Approved by:~~ _~~/L~[/~ <br />Susan L.
