MINUTES
PARKS AND RECREATION COMMISSION MEETING
October 12, 1992, 7:00 p.m.
i Members Present: Carol Weisberg, Morris Nicholson, Linda McLoon, Carol Huso, Jyneen
Thatcher, Steve Schugel, Lloyd Jacobson, Carol Kriegler, Park and Rec. Director, Sue Gehrz,
Council Liaison
Members Absent: Dave Wickhem
1. Update
Carol K said that the hardcourt was redone at the Community Park and was now a much
safer place to play ball, with the surface meeting the ground evenly.
Linda noted that the commission was one member shy of 9, and with the Grove Park
being redone, it would be nice to have someone from the Grove or 1666 as the new member.
Carol K said she would talk to Harold Jensen, from 1666 Coffman. He has expressed interest
in park issues before. If he is not interested, she will ask him for some suggestions. Carol K
will check with Dave about his continued interest.
Carol K and Sue handed out the city council's corrections to the Park and Rec budget
and 5 year Capitol Improvement Plan, to which they added 540,000 to the Falcon Heights
Elementary School area for the next year.
2. Publicity
Publicity for events was also discussed. It was agreed that press releases in the local
papers were not sufficient. Particularly for the Ice Cream Social, if the City Newsletter did not
come out right before the event, then individual notices should be brought around to each
family. Possible ways to distribute notices: paid people from civic groups or boy scouts, using
Neighborhood Watch network, etc. Carol K said she always puts notice of events on the city
sign outside city hall.
• 3. Grove Park Improvements
There is 570,000 in the Capitol Improvement budget for the Grove Park in the upcoming
year. Carol W will bring this up at the next Grove residents association meeting at the end of
October. Carol W will also get together a meeting of kids through elementary school and a
second meeting for teens to get their input into facilities planning. A survey will be put
together to go out to all Grove residents and 1666 residents. Then a task force will be put
together. The resident survey should go out by Nov. 10, to be returned by Dec. 1. Then the
task force will put things together and call a public meeting to discuss options. Carol K will
contact Harold Jensen to see if he will be the official liaison from 1666. Hopefully the plans
will then be ready to implement by April 15 or May 1.
Carol W indicated that there is a real problem with people walking their dogs in the
Grove Park. Signage is needed. Carol K will talk to Sue Hoyt about signs.
4. Falcon Heights School Facilities Update
Carol K said that she is on the school facilities committee, which has met 3 times. They
think they will be ready to break ground by June 1993. Morris indicated that we need to make
sure our agenda is not overlooked in the planning stages, and that this needs to be done right
away.
We need to get input from the neighborhood residents around the school. A survey will
also be put together for this input. Carol K indicated that the schools have no money for
recreational use and that they want to cooperate with the city of Falcon Heights. After the
survey results are returned, a public meeting will be called.
5. As there was no further business, the meeting was adjourned.
• Respectfull_y~submitted,
~~°~
Linda McLoon, Secretary
with the help of Carol Weisberg
