Falcon Heights neighborhood or community based groups whose <br />activities are open to all and for the sole purpose of <br />developing, fostering and strengthening. neighborhood and <br />community well-being. <br />c. Hobby groups or clubs that meet all of the following criteria: <br />1) Falcon Heights based. (A minimum of 25% of Falcon Heights <br />residents are on-going members or participants.) <br />2) Non-profit <br />3) Open membership <br />4) Founded on a hobby <br />5) Actively reaches out to include people of different ages, <br />especially youth, to encourage inter-generational exchanges <br />of information <br />6) Encourages a community service and/or benefit component <br />d. The organization or group cannot be a private, business, political, <br />or religious organization <br />e. Any organization denied free use under this policy as defined in this <br />section may appeal to the city council. <br />3.
