MINUTES <br />PARKS & RECREATION COMMISSION <br />OCTOBER 19, 1994 <br />PRESENT <br />Jackie Benson <br />Steve Schugel <br />Nancy Wickhem, Chair & Secretary <br />Carol Kriegler, Parks & Rec Director <br />Jan Gibson Talbot, Council Liaison <br />INDOOR PLAYGROUND UPDATE <br />ABSENT <br />Morrie Nicholson <br />Alan Weinand <br />Carol Weisberg <br />Carol Kriegler gave an update on plans for an indoor playground. A meeting was held <br />on October 10th for the families that have expressed an interest in this program. <br />Falcon Heights United Church of Christ has indicated that their facility is available and <br />scheduling very flexible. They plan to appoint a member of the church to act as <br />liaison and participate in planning sessions with the city. Issues that need further <br />investigating include licensing requirements, city insurance and program modeling. <br />The commission should receive an implementation proposal by the next commission <br />meeting followed by a presentation to the city council in late November. It is hoped <br />that the playroom will be available by mid-January. <br />PARK IMPROVEMENTS UPDATE <br />Carol Kriegler reported on park improvements currently underway. At Community <br />Park trail improvement is expected to be completed next week and the new exercise <br />stations have been ordered. The previously discussed volleyball sandpit needs to be <br />reevaluated in light of the recent noise/nuisance issue. There is a possibility of <br />locating it where the pleasure rink is. Carol Kriegler is researching the feasibility of <br />flooding over sand to see if this is a viable alternative. Two proposals have been <br />received for a sound system, both seem fairly high. Pete Klingenberg felt much of the <br />labor could be done by the public works crew. Nancy Wickhem volunteered her <br />husband's audio design expertise and access to discounted audio equipment. David <br />Wickhem will do some additional research and put together a new proposal for the <br />commission to evaluate at the next meeting. <br />At the Grove, a new tire swing frame will be installed along with some new curbing. <br />At Curtiss Field the pay phone has been pulled, the picnic tables moved, new waste <br />receptacle and new lighting will be installed soon. <br />
