Meeting Date: 8/17/94 <br />Agenda Item: D-4 <br />CITY OF FALCON HEIGHTS <br />PARKS AND RECREATION COMMISSION <br />ITEM DESCRIPTION: Complaint regarding the Community Park tennis <br />court lights <br />SUBMITTED BY: Carol Kriegler, Park & Rec Director <br />EXPLANATION/SUMMARY: Carol Kriegler received a complaint from a <br />neighbor of the Community Park who resides on Roselawn Avenue. <br />The individual called to voice his concern and frustration over <br />what he considers to be a nuisance related to late-night tennis <br />play. He reported incidents of obnoxious and loud behavior on <br />the tennis courts late into the night. He suggested strongly <br />that the city change the tennis court light policy to prohibit <br />play after 10 or 11 o'clock. The individual was told the <br />following by Carol Kriegler: <br />1. Incidents such as this warrant a call to police. He <br />was encouraged to call the police for any such future <br />incident. <br />2. The park director does not have the authority to <br />dictate policy on tennis court lights. The issue would <br />need to be reviewed by the parks and recreation commission <br />with a recommendation being made to the city council for <br />their consideration. Council action would be required to <br />change policy. <br />3. The current tennis court lighting policy has been in <br />existence for a very long time, perhaps as long as the <br />lights have been installed. It is believed that the all- <br />night availability of lights is based on meeting the <br />perceived needs of the area's large student population. <br />4. Some calls (2-3) have been received over the past <br />couple of years concerning similar complaints. Previous <br />complaints involved loud basketball play occurring on the <br />hard-court. The basketball play was occurring late at <br />night with the benefit of spill-light from the tennis <br />courts. <br />5. The process would be initiated to review the matter <br />with consideration for a policy change. The review would <br />include a survey of park neighbors soliciting their <br />perspective on the nuisance level of the tennis court <br />lighting. <br />A draft of the park neighbor letter/survey will be available for <br />review at the meeting. Responses will be encouraged to be <br />received by September 12 so they can be made available for the <br />next commission meeting. <br />
