Meeting Date: 4/11/94 <br />Agenda Item: D-4 <br />CITY OF FALCON HEIGHTS <br />PARKS AND RECREATION COMMISSION <br />ITEM DESCRIPTION: "Time-In" playground program <br />SUBMITTED BY: Carol Kriegler, Parks & Recreation Director <br />EXPLANATION/SUMMARY: <br />A. INTRODUCTION <br />Last year the city conducted a new summer recreation <br />program called "Time-In". It involved staffing the <br />Community Park and Curtiss Field for two hours, 1 p.m. to 3 <br />p.m., Mondays through Thursdays. Attendance at the <br />Community Park site was poor (fewer than 8 kids daily) <br />through the first three weeks and was therefore <br />discontinued. Community Park attendees were encouraged to <br />participate at the Curtiss Field site where participation <br />was very good (Average 20+ kids daily). <br />B. PROGRAM PURPOSE <br />1. To allow for supervised games for children that can <br />accommodate lots of skills and ages in a non- <br />competitive setting. <br />2. Provide supervision in the park so the restrooms and <br />shelter can be open more. <br />3. Provide an open play time where children can come on a <br />drop-in basis similar to the open ice skating provided <br />in the winter. <br />4. Summer program staff would be responsible for planning <br />and supervising activities. Further opportunity for. <br />involvement of junior leaders, adult volunteers and <br />various departments (i.e. fire department safety talk). <br />5. NOT to provide a childcare service for parents. The <br />recreation staff is not expected to supervise all <br />children in an organized activity. Participants may go <br />home anytime during the time period. There is no <br />commitment to stay for the entire time. Children are <br />also free to choose to use a different area of the <br />park. <br />C. COST AND FUNDING ALTERNATIVES <br />Typically recreation programs are run as a "fee for <br />service" arrangement and come close to covering the costs <br />of the program.
