PARKS AN D TRAI LS PLAN <br />Plan Elements <br />The character and function of parks shown on the Land Use <br />Plan are described in the 1989 Comprehensive Park and <br />Recreation Plan. The proposed trail system consists of on and <br />off-street bikeways and exclusive pedestrian trails. Where <br />adjacent land is already developed, off-street bikeways are <br />intended to be separated from pedestrian ways or sidewalks. <br />Off-street bikeways are preferred along Larpenteur Avenue <br />from Fulham Avenue to approximately Fry Street and along <br />Roselawn Avenue from Snelling to Hamline Avenues. <br />On-street bikeways are intended to be striped and signed. Off- <br />street bicycle/pedestrian trails are intended to be eight feet wide <br />with paved surfaces and signs. The trail system plan is shown 4. <br />on the Transportation Plan (Figure 9). <br />Parks and Trails Objectives <br />1. To develop a park system to serve both neighborhood <br />and community needs. <br />2. To provide adequate active and passive recreation <br />programs and facilities for community residents. <br />Parks and Trails Policies <br />1. Upgrade and improve existing parks. <br />2. Offer park/recreation programs to residents that <br />complement recreation programs available from sur- <br />rounding cities and the school district, and duplicate <br />programs only when necessary. <br />3. Cooperate with the University of Minnesota and the <br />State Fairgrounds in shared use of recreation and open <br />space lands. <br />Acquire additional park land through the City's land <br />acquisition and park dedication program if the Univer- <br />sity of Minnesota's agricultural land north of Larpenteur <br />Avenue along Fairview is sold and developed for resi- <br />dential use. <br />5. Build trails as an integral part of the upgrading of collec- <br />torand arterial streets identified on the transportation <br />plan except along Snelling Avenue. <br />3. To provide an interconnected park and open space <br />system that provides pedestrian and bicycle linkages <br />throughout the City. <br />City of Falcon Heights Comprehensive Plan Page 37 <br />
