<br />PARKS AND RECREATION COMMISSION <br />MEETING MINUTES <br />4/13193 <br />• Members present: Carol Huso, Morris Nicholson, Marcia Sundquist, Jyneen <br />Thatcher, Carol Weisberg; Carol Kriegler, Parks Director; Sue Gehrz, <br />Council Liason. <br />Guest present: Donna Senauer, University Grove Park Task Force <br />Co-Chairman. <br />Minutes from March meeting were approved. <br />Agenda items for this meeting were reordered to accommodate our guest. <br />D-2> University Grove Park Planning Task Force Report: Carol W. <br />reported that the task force has substantially completed its work. The <br />end result has not been a unanimous plan (one dissenter on several <br />items) but the recommendations by the task force have taken into account <br />all the concerns raised. Overall guidelines for the park are to <br />continue a low profile, remain user friendly, maintain security and <br />safety, and maintain the neighborhood atmosphere. Specific <br />recommendations are noted on the attached report, distributed by Carol <br />W. and are subject to presentation to the community at a later date. <br />Some discussion of the specifics was held to clarify or explain the <br />decisions. The Commission agreed that safety was a primary concern, and <br />should drive many of the changes, such as around the play equipment. <br />Carol K. has spoken with Vince concerning a water hook-up. The feeling <br />is that it would not be financially reasonable to connect with the city <br />water system, with a cost estimate of approximately X5000. <br />• Jyneen distributed copies of the preliminary plan resulting from the <br />task force's work, and explained some of the recommendations, and how <br />they resulted in the plan. <br />Sue noted that the Human Rights Commission is currently reviewing <br />all city facilities in relation to the Americans with Disabilities Act, <br />1990. Carol K. suggested getting an evaluation of the existing play <br />equipment for accessibility, and making improvements selectively. As <br />the equipment does not appear to need replacement at this time, major <br />changes will be made as the need arises. Carol H. will check with the <br />Human Rights Commission for recommendations for park improvements, such <br />as the play equipment, and path width. <br />The existance of a memorial plaque in the park was reported. While <br />memorial elements, such as trees or benches, may be encouraged for <br />public involvement, the design will be standardized. The existing <br />memorial will be retained as part of the park heritage, as long as it <br />poses no hazard. <br />Marcia reported that kids are playing on the bangboard supports. <br />Carol K. noted that Vince knows this is a problem, and will be removing <br />the posts as soon as possible. <br />A neighborhood meeting for presentation of the preliminary plan is <br />scheduled for Thursday, May 13. It will be held at the park, or at city <br />hall if it rains. Sue felt that a formal public hearing may not be <br />required, but would be desireable. A flyer announcing the meeting will <br />be hand delivered to neighborhood residents, including 1666 Coffman. <br />Additionally, the task force will meet at the park on Monday, April 19 <br />with raindate of April 26. <br />• D-1 Playground Program: Carol K. reviewed the ideas for the open <br />
