NOTES <br />Overall program participation was down about 15% from last year. <br />It appears that the same number of individuals may be participating <br />but in fewer programs (individuals are not signing up for double or <br />multiple programs as they did in the past) . This apparent trend of <br />singular program participation is probably a result of both <br />economics and busier schedules. <br />This decrease in overall participation appears to be across the <br />board and not limited.to either residents or non-residents. It <br />appears that the $2.00 non-resident fee was not a deterrent to <br />participation. <br />Administrative time by Carol Kriegler is at a bare minimum for two <br />reasons: <br />1. '92 staff did not include any new individuals. Everyone <br />returned with previous city experience. This minimizes <br />training and supervision and increases overall staff <br />efficiency. <br />2. Chip Bogenholm now has 4 years experience with the city <br />and is capable of many administrative tasks. He was <br />assigned tasks that .typically would have to be done by <br />Carol Kriegler. Administrative time by Carol Kriegler <br />will vary significantly from year to year based on the <br />program staff's abilities and level of experience. <br />
