MINUTES <br />PARKS AND RECREATION COMMISSION MEETING <br />May 11, 1992, 7:00 p. m. <br />Members Present: Carol Weisberg, Morris Nicholson, Linda McLoon, Lloyd Jacobson, Carol <br />Kriegler, Park and Rec. Director, Sue Gehrz, Council Liaison <br />Members Absent: Carol Huso, Dave Wickhem, Steve Schugel, Jyneen Thatcher <br />1. Update <br />Carol K said that a few days after the due date, Big Toy sent their final proposal, and it <br />had 18 slides. <br />The bid for the playground equipment at the community park will be on the agenda for <br />the next city council meeting for approval. The equipment hopefully will be ordered as soon as <br />possible, with a start date of May 25 and a completion date of June 1. After much discussion <br />with Mike Dorsey the order including the surfacing around the handicapped area. The border <br />edging will be made of recycled plastic materials and be rounded, instead of square. They are <br />still testing this edging material, so our park will be a test site. It means we will be getting a <br />more expensive product than the redwood border, that hopefully will have a longer life <br />expectancy. <br />Carol K said that a pop machine will soon be put outside the building at the Community <br />Park, serviced by RC. <br />Jyneen looked at the plant specs for the prairie restoration and thought it was good. We <br />need to be sure to fence the area until it is well established. The county developed specs <br />based on two companies and is well done. It might be best to let community groups plant <br />seedlings, with a given group planting one species. This helps with-their needs for community <br />projects and helps us with a greater investment of people in our park. <br />2. Park Hours <br />Due to vandalism at Curtiss Field, we discussed changing the park hours at both Curtiss <br />Field and at the Grove park. This might help reduce vandalism, which seems to happen late at <br />night and also is a courtesy to the neighbors. Carol K will talk to police about whether it is <br />better to have set hours or to be more ambiguous and have park closing a certain time after <br />sunset. Set hours give the police better reason to stop someone in the park. <br />3. Update on Task Force for Falcon Heights School area <br />A meeting was held, but was fairly unproductive. The Phys. Ed. teacher John Savory <br />did not show up, nor did the district facilities person (Len Copt?). Ellen Blank, principal, <br />indicated that they do not have definitive improvement plans in terms of position of a new <br />gymnasium, while hopefully will be added sometime after the bond referendum passes (always <br />assuming it will pass!). It was the general feeling that this was not a good time to be planning <br />playground facility upgrades at the school. The district and school seemed to be reluctant to <br />make any commitment to space. We-can continue to plan and budget for improvements <br />outside the possible construction limits. With the bond issue coming in Sept., it is clear that <br />we won't do anything at this site this summer. We need to determine what kind of square <br />footage might be available for upgrading playground facilities. <br />5.
