• MINUTES <br />PARKS AND RECREATION COMMISSION MEETING <br />August 12, 7:00 p.m. <br />Members Present: Carol Huso, Lloyd Jacobson, pLinda McLoon, Jyneen Thatcher, <br />Carol Kriegler, Parks Director, Sam Jacobs, Council Liaison <br />Members Absent: Mike Farrell, Jeff Johnson, Steve Schugel, Deborah Weiland, <br />Dave Wickhem <br />1. Programs <br />Sam received a letter from Sue Hoyt, asking the commission to consider program <br />fees and t-shirt cost. The average direct costs for the summer programs/kid is <br />516.89. Our average fee is 514. After a great deal of discussion, the commission <br />agreed to raise the fees to cover the direct costs, to 517 for Falcon Heights <br />residents and to add a 53 non-resident fee for those who don't live in Falcon <br />Heights, as is done in other communities, including Roseville. This fee would be <br />uniform for each program. We unanimously agreed that t-shirts were necessary <br />for the team sports. It would be too much extra work to sell the t-shirts <br />separately, and if all the kids didn't have one, some of the. sports, like soccer, <br />would be impossible. <br />2. Budget <br />. Carol K handed out the budgets that she and Steve Schugel had worked on. <br />Some specific points: the newsletter costs were moved from materials and <br />supplies to the program budget and reduced to 5700 from 51000. Carol K would <br />try to avoid duplication of the material to families by only putting an abbreviated <br />version into the regular city newsletter, with basic information but no registration <br />form. We went over the Capitol Improvements plan and moved some items to <br />earlier years. At the Community Park ~(CP) the ball field repair was moved from <br />1994 to 1992. Waste receptacles were added, 3 for CP and 1 for Curtiss Field <br />(CF). We discussed whether to asphalt the running trail and increase its use to <br />bikers and skaters, or to keep conflicts of the space down by keeping it an egg <br />lime path. Jyneen also brought up handicapped accessibility. We also discussed <br />whether we should move this expense to 1993. Further discussion was tabled <br />until a future date. At CF, we moved interior benches for the new building to <br />1992, moved the backstop and ball field re-do from 1994 to 1993, and discussed <br />the possibility of adding a bang board. The commission would like to see one put <br />in there, especially as the community meeting brought up the desire for one at the <br />park. It also gives the older kids something to do at the park. Thanks to Carol K <br />and Steve S for all their work on the budget. <br />3. Curtiss Field Update <br />The building project has gone slower than desired. Dahn builders was dealt with, <br />and Scott thinks that the project will still be on time. Aaragoni Brothers, the site <br />preparers, were upset. If the building is slow, the site may not be seeded until <br />spring. It will also be split seeded, and so either way, we can flood a rink in the <br />• winter. <br />
