• MINUTES <br />PARKS AND RECREATION COMMISSION MEETING <br />July 8, 7:00 p.m. <br />Members Present: Linda McLoon, Steve Schugel, Jyneen Thatcher, Jeff Johnson, <br />Mike Farrell, Deborah Weiland, Carol Huso, Lloyd Jacobson, Carol Kriegler, Parks <br />Director <br />Members Absent: Dave Wickhem, Sam Jacobs, Council Liaison <br />1. Summer Programs <br />Carol reported that this is the biggest summer ever, with 409 children <br />participating. They had to increase the number of sessions in several categories, <br />including Near Ball. The bathrooms at the Community Park are open when <br />classes are in session. <br />2. Big Toy Play Equipment <br />The equipment dates from 1973. It really should be replaced as it is unsafe. <br />It does not meet the government safety outlines. It is 10 ft high and has low <br />platforms and jutting boards below high platforms. Its replacement is not a <br />budgeted item. We are not legally bound to the government guidelines, but we <br />were all uncomfortable with this piece of unsafe equipment. Carol K described the <br />• update to that equipment from 3 years ago. It is clear that the city is making an <br />effort to keep the playground safe. We can do one of four things: fix it, remove <br />it, rope it off, replace it. Carol K wrote to Big Toy to see if it is possible to modify <br />it and the cost. Linda indicated that it wasn't worth putting a lot of money into it. <br />It might be better to just replace it. There is no money budgeted in the Capitol <br />Fund for this. We should look into putting it in the budget as we redo the Capitol <br />Fund for Parks. <br />3. Idaho/Spelling Project <br />The city approved the building and site improvement contracts. The ground <br />work has started, removing fencing, hard court and bringing in dirt. The shelter is <br />due to come down 7/9/91. Dahn Builders got the contract. The groundbreaking <br />ceremony will be a 4:30 July 16. Carol K was waiting for Tom Baldwin to return <br />from a trip. <br />We went over the entries for the name the park contest. The winner: <br />Curtiss Field (Park1. The winners are Shannon Yanke and Myles Aiken, who sent <br />in similar ideas. <br />Playground designs from Landscape Structures and Miracle were reviewed. <br />Landscape Structures was 514,059 and 5923 to install it. Miracle was 515,000, <br />with 52,000 of it installation. The commission liked Landscape Structures, maybe <br />in green and tan. <br />• Jyneen recommended some grass called Turf Alive II, from Gardens Alive, <br />as a hardy, good grass. <br />~.
