• MINUTES <br />PARKS AND RECREATION COMMISSION MEETING <br />June 10, 7:00 p.m. <br />Members Present: Dave Wickhem, Linda McLoon, Steve Schugel, Jyneen <br />Thatcher, Jeff Johnson, Carol Huso, Lloyd Jacobson, Carol Kriegler, Parks <br />Director, Sam Jacobs, Council Liaison, Jerry Ruettiman, Vince <br />Members Absent: Mike Farrell, Deborah Weiland <br />1. Community Park Watch <br />St. Paul has a park watch program. Signage serves as a deterrent,Cspecially <br />if people are encouraged to call the police. What about bathrooms? Do we leave <br />them open? Who unlocks and relocks them? There is the threat of vandalism if <br />they are open and no one is around. Carol K indicated they are open when <br />summer programs are going on. We might give it a try to have them open when <br />city staff is working, between 8:30 and 4:30. Carol K will also look into getting a <br />cage over the sprinkler heads in the bathrooms. Also, the range, dishwasher, <br />refrigerator and cabinets are ready to go. (Actually, the cabinets were back <br />ordered and came in late...) <br />Jerry Ruettiman, from the Roseville Police department talked about having a <br />park watch. He said the parks are patrolled more on the weekends, using the <br />reserve force. We discussed locking the park at Idaho/Snelling after 10 pm. Carol <br />K asked in the police would do this. Jerry was reluctant to have the police take <br />on this task. What if they were late or busy etc? Dave thought this job might be <br />combined with the Neighborhood Watch, with 3 people having the rotating job of <br />locking the park. <br />Signs are desperately needed, with rules and that say: Welcome. No golf. <br />No glass. No alcohol. No animals. No motorized vehicles. Carol K talked about a <br />metal, reflective sign. Carol K will price three "rule" signs and one park <br />identification sign. <br />2. Community Park Update <br />The bad sod was removed and the dirt was seeded about three weeks ago. <br />It is coming up. <br />The block walls need to be sealed in the kitchen and bathrooms. This will <br />prevent damage and allow graffiti repair to be made more easily. Carol K <br />discussed this with Neil Weber who recommended a block filler and heavy latex <br />paint. <br />3. Idaho/Snelling Improvements <br />A sheet was distributed about the cost of items. We choose what we <br />wanted and what we didn't from the options list. Carol indicated that a wood roof <br />would last a lifetime while an asphalt roof about 20 years. (See handouts). The <br />• commission decided to go with the presently designed bathrooms, to meet State <br />requirements on restrooms. We omitted the litter receptacles, move picnic tables <br />from the Community Park and directly purchase moveable wheelchair picnic <br />P. bo <br />
