• <br />Minutes of the Parks and Recreation Commission Meeting <br />7:00 P.M., Monday, February 12, 1990 <br />Present: Linda McLoon, Connie Lasser, Jeff Johnson, Jyneen Thatcher, Lloyd Jacobson, Sr. <br />Representative, Jean Suppes, Carol Kreigler, Park Director, Vince. <br />Absent: Michael Smallpage. <br />1. Commission News <br />Carol filled us in on the latest news from the city council. The city council has <br />decided to look into having 7 member commissions. The. city has therefore put a <br />moratorium on filling commission vacancies over that number until the issue is decided. <br />The council is also going to wait and decide on a council liason when the newly appointed <br />council member is chosen. <br />Linda also brought up the fact that we are supposed to have a yearly vote on a chair <br />and secretary. Since we haven't had one in a long time, she asked the members to give <br />some thoughts on this issue. While she said she was willing to continue as chair, Linda <br />indicated that if someone else would like to sit as chair she was happy to change hats, so to <br />speak. No one jumped up to volunteer. It was decided to wait until the next meeting to <br />hold a vote for new officers. Linda indicated her duties had been to call new commission <br />members, write letters of appointment recommendation to the mayor and to write letters on <br />• commission recommendations to the city council, mayor and city manager. <br />2. City Code <br />Jan Weisner is looking into the entire city code and updating and rewriting it. It <br />was requested that we all examine the sections on the Public Parks. and Facilities. There <br />was a lengthy discussion about prohibition of alcohol in all city parks. Connie indicated <br />that the commission already took a stand for the total prohibition of alcohol in the parks <br />and the council chose to ignore that recommendation. We again agreed it was the best in <br />terms of liability and possible damage to our new park building at the community park <br />that we again write the City Code to disallow any alcohol use in any of the city's parks and <br />facilities. Carol said she would have the City Code rewritten with all changes for us to <br />reexamine at the next meeting. Carol also indicated that she would contact the Roseville <br />police and the insurance company about enforcement and liability, respectively. <br />It was also brought up that 45 minutes was too short a time on the tennis courts, and <br />it was unanimously agreed to change that to 60 minutes in the code. <br />3. Blue Bird Houses <br />A representative of the St. Paul Audobon chapter requested that they be allowed to <br />put in and maintain 14 bluebird boxes along the fence at the Community Park. She <br />indicated that these have been very successful in bringing back bluebirds to areas that they <br />once inhabited. She indicated that the Audobon chapter would be responsible for their <br />maintenance and cleaning. We all agreed it would be nice to have bluebirds around. <br />Lloyd asked about the existing bluebird houses. She Audobon lady indicated that <br />they were not currently being maintained and that their location was wrong to attract <br />bluebirds. Carol said she would investigate to whom those birdhouses belonged prior to <br />giving permission to the Audobon group to move them. <br />
