MINUTES <br />PARK AND RECREATION COMMISSION <br />February 8, 1988 <br />Members Present: Tom Mountain, Bob Gehrz, Linda McLoon, Kirsten Eckberg, <br />Connie Lasser, Pat Bush, Council Liaison <br />Members Absent: Paul Nelson, Lloyd Jacobson <br />1. Park Director: <br />The job description was examined. Linda McLoon and Pat Bush presented the <br />system Jan would like to use for quantifying the applicants in some way. A point system <br />would be used: 5 points, a degree in Parks and Rec.; 1 point, a related degree; 5 points, <br />years of experience in Parks and Rec.. Points also were given for related experience, and <br />general reaction to the application submitted. Interviews would take place the week of <br />February 15. <br />2. Gazebo: <br />Bob Gehrz presented an update on the gazebo plans. There was some question as to <br />the ability of an enclosed gazebo to withstand windloading. Jan had indicated to Bob that <br />she would pursue this problem. Jan was also going to investigate the cost of electrical <br />power for heating and lights to the structure. <br />3. Flooding: <br />There has been alot of contradictory information about the quality of ice this <br />season. Problems discussed include late flooding (St. Paul always floods before we do), <br />snow left on the ice for several days at a time, problems with the time of flooding (It was <br />often flooded during school hours at the Falcon Heights location and the children would <br />get on the ice before it was properly hardened), and general uneveness in the quality of the <br />ice, especially in the recreational rinks. The commission decided to recommend that one <br />person be hired before skating season to be in charge of ice making and maintenance. In <br />this way there would be greater accountability for the ice quality. Bob suggested that if <br />clearing the snow on the weekend was a problem, that an outside contractor could be hired <br />to clear the snow for us, so that the ice would always be available on the weekends. We <br />will also recommend that berms of black dirt be built around the recreational rinks to <br />facilitate flooding. This black dirt could then be used in the Spring to fill holes and do <br />general leveling jobs. <br />4. Rink Attendants: <br />They still need name tags. It was the general recommendation of the Commission to <br />allow the rink attendants to skate. <br />5. Fee Schedules: <br />• We wondered if any fees are actually collected, how much money was involved and <br />where did the money go. Bob suggested that we compare our fee structure to those of <br />others to assess if they are reasonable. The general consensus was that they were fine. <br />
