.. ARTICLE III - OFFICERS AND DUTIES 3.1 Titles. The officers of this commission shall be a Chairperson, Asst. Chairperson and a Secretary. • 3.2 Duties of the Chairperson. The Chairperson shall preside at all meetings and exercise the same voting rights as the other members and carry out such duties as are assigned by the commission. 3.3 Duties of the Vice Chairperson. The Vice Chairperson shall act in the absence or inability of the Chairperson to act in such. instances and shall have the powers and functions of the Chairperson. 3.4 Duties of the Secretary.Th.e Secretary shall be responsible for recording transactions and actions of the commission and carrying out such other duties as are assigned by the Commission Chairperson. ARTICLE IV - ELECTION OF OFFICERS 4.1 Terms. Officers shall be elected at the annual meeting each year. Terms of office shall be for one year and no member shall hold the office of Chairperson or Vice Chairperson for more than two years consecutively. Officers shall serve until replaced by a duly elected 'officer in accordance with these proceedures. 4.2 Nominations. Nominations shall be made from the floor. 4.3 Majority required. The officer receiving the majority vote of the commission membership shall be duly elected. • 4.4 Date of Office. Newly elected officers shall take office immediately upon selection. 4.5 Vacancies occuring in offices of the Commission shall be filled forthwith by regular election proceedure. ARTICLE V - MEETINGS 5.1 Annual Meetings. An annual orgaizational meeting shall be held at the regular February meeting each year. Election of officers shall be conducted and proposed ammendments ty by-laws be acted upon. 5.2 Regular Meetings. Regular meetings of the commission shall be held monthly as scheduled. A special meeting may be called by the City Council or the Chairperson. 5.3 Notice of Meetings. Notice in writing, of each meeting shall be sent to all commission members at least 5 days before said meeting and shall state the time and purpose of the meeting. 5.4 Agenda. The agenda for each meeting of the commission shall be submitted to the commission members with the notice of meeting. 5.5 Application Deadlines. No matter shall be placed on the agenda • unless written request or petition, along with the necessary forms, legal forms, legal description, maps, drawings, etc., have been submitted in proper and correct form. 5.6 Reports. Report of the previous meeing shall be sent-to commission members along with the meeting notice.
