PLANNING COMMISSION MINUTES <br />FEBRUARX 11, 1980 <br />7:30 P.M. <br />The meeting was called to order at 7:30 .m, b Councilmember and Pla ni <br />P Y n ng <br />Commission Liaison, Sandy Larson. Present were Harold Nilsen, Les Larson, <br />Erma Olson, Jerry Wallin, Jim Bourquin and Al Stefanson. <br />Upon a motion duly made, seconded and carried Les Larson was elected Chair- <br />man of the Planning Commission until his successor is duly elected and <br />qualified. <br />Upon a motion duly made, seconded and carried Al Stefanson was elected <br />Assistant Chairman to chair the Planning Commission meetings in the absence <br />of Mr. Larson. <br />Upon a motion duly made, seconded and carried Jerry Wallin was elected <br />Secretary for the Planning Commission to serve until his successor is duly <br />elected and qualified. <br />The meeting began with a discussion of the status of hiring a planner for <br />the development of the City's Comprehensive Plan. The City Council is <br />presently discouraged by the $6,000.00 increase in the fee proposed by the <br />only planner who has to date presented a proposal. Sandy Larson advised <br />the Commission that the Council, through some of its members, would be <br />meeting with other planners for the purpose of seeking an alternative <br />solution. The Council has tabled the decision on hiring a planner until <br />the meeting of February 13, 1980. <br />Harold Nilsen recommended that all Planning Commission Members receive a <br />copy of the "Local Planning Handbook", published by the Metropolitan Council. <br />Sandy Larson advised that she would attempt to secure copies. <br />Sandy Larson advised she would attempt to obtain copies of the New Hope <br />Comprehensive Plan since it is a very comprehensive example of what Falcon <br />Heights should be doing. <br />The Commission discussed the feasability of adopting a moratorium on further <br />city development until after completion of the Comprehensive Plan. There was <br />some discussion that the moratorium would not extend to variances, but apply <br />only to rezoning. No decision was made. <br />Harold Nilsen raised a question as to whether or not the University land <br />could be sold by the University if it was originally granted to the University <br />upon the condition that it would always be used for educational purposes. <br />Jerry Wallin volunteered to try to find the answer to that question and re- <br />port back at a future meeting. <br />Sandy Larson advised that she wanted the Commission to prepare a job description <br />applicable to Planning Commission i~lembers. <br />The old Planning Commission By-laws were <br />The purpose of the review is to propose <br />necessary.
