MINUTES <br />SPECIAL PLANNING COMMISSION MEETING <br />JIINE 16, 1980 <br />The meeting was called to order at 7:30 p.m. on June 16, 1980 by Chairman Les <br />Larsen. All Planning Commission Members were present. In addition Councilmember <br />Sandy Larson was present. <br />Mrs. Bert Gimmested appeared before the Planning Commission following receipt of <br />a letter from the .City concerning the unsightly appearance of her property. She <br />advised that she and her husband. are going to quit the landscaping business. That <br />should reduce much of the activity on the property. They are currently looking <br />into building a redwood fence on the north and west sides of the property to <br />approve the visual appearance. Les Larsen and Harold Nilsen will meet with Mrs. <br />Gimmested at 10:00 a.m. on Wednesday, June 18, for the purpose of going over the <br />existing problems and pointing out areas that need suggested improvement. Mrs. <br />Gimmested is also considering replacing her business sign with abetter looking <br />sign. <br />Carl Dale gave a status report as to the Comprehensive Plan. <br />1. The City's request for an extension is on the agenda of the Metropolitan <br />Council for June 26, 1980. <br />2. Carl Dale was advised that Mike Heffron, Erma Olson and Jerry Wallin do <br />not have copies of pages 1 through 106 which were distributed at the June Regular <br />Meeting. Sandy Larson assured that she would obtain copies and distribute them <br />prior to the next Planning Commission Meeting. <br />3. The text of the Comprehensive Plan is now undergoing typographical <br />review. The two land use maps, existing and proposed, will be completed by <br />next week. <br />4. Les Larsen went through an exhaustive set of suggested corrections <br />and suggestions for the text of the plan. Carl Dale announced that he has many <br />more that he is already aware of. <br />5. Jim Bourquin moved that Carl Dale prepare a three page "executive <br />summary" to describe the real meat of the Comprehensive Plan and a one page <br />set of conclusions describing what should be done, in what order, and suggest- <br />ions for implementation. Mike Heffron seconded the motion. The motion was <br />carried following a unanimous vote. <br />6. Carl Dale advised that Hollywood Court is a target area under the Plan <br />for possible conversion to commercial use associated with the Grain Terminal <br />Association. Sandy Larson advised that to her knowledge the GTA had been buying <br />up residences in that area as they have become available. <br />7. Carl Dale suggested that some of the six lots north of the business <br />district on the northeast corner of Snelling and Larpenteur be considered for <br />future parking and perhaps north entrances to the businesses. He calculates <br />that at least three of those lots should be shown as being converted to parking <br />on the proposed plan. <br />8. Mike Heffron assured the Commission that the State Fair Board has no <br />interest in allowing the extension of Fairview Avenue south of its north property <br />line. The State Fair does not want to see Fairview become a parallel accessway <br />with Snelling Avenue which they feel will be the case if Fairview is extended <br />as far south as Como. <br />
