MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />,A,UGUST 4, 1980 <br />The meeting was called to order by Chairman Larsen at 7:30 p.m. on August 4, 1980. <br />Present, in addition to the Chairman, were Harold Nilsen, Mike Heffron, Erma Olson,. <br />Jerry Wallin, Al Stefanson, Bob Blomberg, Jim Bourquin and Elving Anderson. Council- <br />member and Planning Commission Liaison Representative was also present. <br />Sandy reported that the City of Roseville has approved our Comprehensive Plan. There <br />have been no adverse comments received to date from other municipalities and govern- <br />mental units reviewing the plan. <br />The request bf Mr. and Mrs. Barron for a special use swimming pool permit has been <br />granted by the Council. Their neighbor, John Welsch, is also requesting a special <br />use permit for the same reason. Tt was the concensus of the Planning Commission, <br />without a formal motion, that the Commission had no objection if the Council granted <br />such a permit to Mr. and Mrs. Welsch upon terms and conditions acceptable to the <br />Council. <br />Sandy Larson reported that Carl Dale will be present for the September Planning <br />Commission Meeting which will be the Monday after Labor Day. <br />The matter of the variance request by Mrs. LeTourneau, 1816 Arona, was taken up <br />by the Commission. Their request was prompted by a neighbor's complaint that they <br />were in violation of the zoning ordinance in that they were parking an automotive <br />vehicle on a portion of their lot which was not properly paved with a suitable <br />material under the ordinance. Jerry Wallin was the only Commission member who had <br />advance notice of the variance request and,. accordingly, had an opportunity to view <br />• the premises. Upon motion by Mike Heffron, seconded by Al Stefanson, there was a <br />unanimous vote to table further discussion on the request until the rest of the <br />Commission members had an opportunity to view the premises. Although the further <br />handling of the matter was tabled until the next meeting, discussion about the <br />propriety of the LeTourneau request, as it related to front yard parking, continued. <br />Jerry Wallin was of the opinion that the zoning ordinance, as it is currently worded, <br />prohibits the type of parking sought by Mrs. LeTourneau even if the parking were <br />accomplished on a properly paved area. .The area proposed is within the area defined <br />as "required front yard", an area in which year round parking is not permitted. <br />Although no formal vote was taken on the matter, it appeared as though a majority <br />of the Commission was in favor of enforcing the ordinance as written so as to <br />prohibit front yard parking. <br />Pursuant to motion duly made and seconded and unanimously carried the meeting was <br />adjourned. <br />Respectfully submitted, <br />rry llin, ecretary <br /> <br />
