Planning Commission Minutes -2- 9/8/80 <br />• Clem Lehnen from Falcon Heights Bowling Lanes appeared <br />regarding a variance to install a sign advertising his <br />alleys. There was some question as to whether his sign <br />would be a flashing sign, which is not permitted under <br />the ordinance. It was felt that the City Attorney should <br />be questioned as to whether this is a flashing sign <br />and wouldn't be permitted under 14.1 (3. 2). <br />The Planning Commission would recommend the sign, contingent <br />upon a determination of the attorney that it meets requirements. <br />Philip Meyers, 1899 Larpenteur appeared requesting permission <br />to build a 4-plex on the vacant lot next to his property, <br />East of his property on Larpenteur. He anticipates entry <br />through the back part of his lot from Tatum and the question <br />was asked if he should sdll his property at some future date, <br />would that jeopardize the access? He didn't feel it would <br />but that would be considered. There will be 1~ spaces <br />for parking for each unit, which. is a one-bedroom unit, with <br />the current construction cost estimated at approximately <br />$150,000. He will come back at our next meeting (Oct. 6th) <br />and inform us as to the site plan, which he was unable to <br />bring with him, and. with the question of drainage answered. <br />• It was felt that the Baryons should be called and apologized <br />for any confusion in that they needed two permits: one for <br />the pool and one for the fence. <br />Carl Dale presented his swimming pool ordinance proposal <br />and it will be turned over to the City Attorney for viewing <br />and perhaps incorporating into his ordinance. <br />A question was raised as to advisability to delete that <br />portion of the Comprehensive Plan that states "proposed <br />future major road - Fairview to Randall Avenue" as it <br />looked as though the Planning Commission was not considering <br />both the University and Fairgrounds' feelings, as well as <br />some expressed by the County. Engineer.. It relates to the <br />letter from St. Paul regarding our Comprehensive Plan. <br />It was recommended that this portion be deleted and not <br />show a further extending of Fairview Avenue. <br />Carl Dale and members of the Commission recommended that <br />there be some appropriate means of communication with St. <br />Paul to discuss and find out what their plans and thinking <br />are as to the various points in their letter regarding <br />the Comprehensive Plan, as well as keeping the lines of <br />communication open. It was suggested perhaps the Council <br />liaison and Carl Dale, or someone else could arrange a <br />meeting, if agreeable. <br /> <br />
