MINUTES <br />PLANNING COMMISSION MEETING <br />JULY 13, 1981 <br />The meeting was called to order at 7:04 p.m. Present were Al Stefanson, John <br />Labalestra, Don Mead, Mary Waldo,-Bob Blomberg, firma Olson, Jim Bourquin and <br />Jerry Wallin. Also present was Council Liaison Person Sandy Larson. <br />The first item of business was the application of John and Marilyn Carnes, <br />1775 N. Snelling, for a variance and conditional use permit for the purpose <br />of erecting a pre-fabricated 8' x 12' x 8' high storage building not less than <br />2' north of their south lot line and not less than 27' east of their west lot <br />line, all as more fully shown on the plot diagram submitted with their appli- <br />cation. Mrs. Carnes appeared and orally amended the application so as to move <br />the proposed location to not less than 5' north of the south lot-line. Since <br />the building was not a garage, Jerry Wallin suggested that a variance might <br />still be required, notwithstanding the oral amendment, because of the 30' rear <br />yard requirement. The plan received signature approval of available surround- <br />ing neighbors. Upon motion by Wallin, seconded by Waldo, the Commission un- <br />animously voted to recommend Council approval of the application for a condi- <br />tional use permit and, if also necessary, the variance. <br />The Commission next heard a presentation by members of the State Department <br />of Transportation concerning plans for an inter-campus transitway. Making <br />the presentation were Bob Rosa, District 9 Engineer, and Greg Felt, Project <br />Engineer. Also present was Greg Kittelson from-the University. Substantial <br />funding of the project comes from interstate substitution funds left from <br />the abandoned I-394 project. Aside from Fairgrounds property no other con- <br />struction-would occur within the City. Plans call for contract letting in <br />• 1983 and commencement of .construction in 1984. Reaction to the presentation <br />was mixed. A motion by Bourquin, seconded by Mead, and unanimously carried, <br />recommended that the Council carefully review the progress of this plan. <br />Erma Olson next presented some information concerning the Moderate Rehab <br />Program. This is a program whereby funds can be available at lower than <br />market interest rates (currently 11%) to landlords for the purpose of up- <br />grading the condition of residential rental units. This is a HUD program. <br />It was generally felt that participation in this program-would aid one of-the <br />recently adopted Comprehensive Plan's objectives: .maintaining existing <br />apartment buildings. Upon motion by Olson, seconded by Waldo, and unani- <br />mously carried, it was resolved that the Council be requested to take action <br />to join this program. <br />The last item of business was continued work on a new Zoning Ordinance. <br />Stefanson reported that City Engineer Brad Lemberg recommended revising the <br />language of the off-street parking and. loading section to specify paving <br />capable of withstanding a minimum of a 5 ton axle load. This was agreed to <br />by all. Further discussion was had concerning the need for separate zoning <br />classifications for townhouses and apartment buildings. Stefanson reported <br />that Carl Dale felt there should be. The rest of the meeting was taken up <br />by a discussion of the propriety of the "Existing Business" classification <br />in Carl Dale's proposed ordinance as it may apply to existing business <br />property at the southwest corner of Hamline and Iowa. <br />The meeting was adjourned at 9:45 p.m. until Monday, August 10, 1981 at <br />• 7:00 p.m. <br />Respectfully submitted, <br />~~~~~ <br />ry lin, Secretary <br />
