MINUTES <br />PLANNING COMMISSION <br />MARCH 29, 1982 <br />PAGE 3 <br />• Planner Carl Dale indicated that the plat as proposed is probably <br />not going to cause a great deal of public harm but it will not be <br />in the best interests of the citizens of Falcon Heights. Mr. Dale <br />made the following recommendations: (1) require the developer to <br />construct a temporary turnaround on the west end of Ruggles Street; <br />(2) retain some kind of control over future closing of Prior simply <br />by having the respective attorneys write an easement to close the <br />street; (3) he agrees with the neighbors that there should be an <br />overall plan for the Hawkins-Hermes property; and (!~) cash flow-- <br />be sure the people intend to build on the property. He feels that <br />the Planning Commission should start with a standard plat for the <br />entire area and one way would be to use section 14.6. If the <br />property is platted piece-meal, single family housing is proper <br />for this area providing the drainage problems are addressed. He <br />again stated it is important to set up some standards and guidelines <br />and meet with the neighbors to accomplish them. <br />Harold Nilsen makes reference to a statement made at the University <br />of Minnesota whereby 95 percent of the people in the r'uture will not <br />be able to afford single family housing. <br />Labalestra states that he feels that PUD is the best way to develop <br />the property so that the City has total control. <br />Brad Lemberg pointed out that negotiations are in the final stages <br />• with the University of Minnesota for an access to Cleveland. If the <br />preliminary plat were approved tonight, Ruggles Street would not be <br />able to be connected because of the curvatures needed would be <br />impossible for auto traffic. Therefore, the street would have to <br />be realigned to make the connection. He felt since the University <br />is so close to approving the access, it would not be in the best <br />interests of the City to change where the access across University <br />property should be located. V'destin replies that if some other <br />method should be used for approval, he is willing to change it in <br />any way in order to obtain approval of the preliminary plat for the <br />Bernwood Addition. <br />t~ir. Dale again made recommendations for t he preliminary plat and made CARL DALE <br />reference to the points explained above. <br />Larry Stowe, representing the Neighborhood Task Force, feels they LARRY STOV9E, <br />have had to be on the defense because of the nature of the plans; NEIGHBORHOOD <br />makes reference to their March 22nd letter previously submitted; TASK FORCE <br />urges the Planning Commission to confer with the Neighborhood Task <br />Force to establish criteria; and feels that the present preliminary <br />• <br />
