It should also meet all the O.S.H.A. standards, <br />which the Fire Chief is familiar with. Erma Olson and Don 1~ead <br />question the noise level and Ib1r. Ostergren stated that the noise <br />level would not change from the present due t o the technological <br />advances made in car body repairing. Jerry '1'^allin asked whether <br />the paint booth would fit into the existing stalls and 'fir. Ostergren <br />stated that it would fit into the far north bay. Jim Bourquin <br />asked if there would be odor pollution. tV~r. Ostergren advised there <br />would be a f filter system used to eliminate any odor. Erma Olson <br />also asked if there are paint booths of this type in the area and <br />?~.~r. Ostergren stated that most car dealerships and body repair shops <br />use a paint booth of this type, Jim Bourquin stated he would like to <br />see a body shop located in Falcon heights and Don ndead agreed. Jim <br />Bourquin moved, seconded by Erma Olson, that the conditional use <br />request be approved subject to approval of the Fire Chief. ~alotion <br />carried unanimously. <br />Tom hTcClellan, 1865 Pascal, requested a conditional use Hermit to <br />build a three season porch in his back yard, not permanent but on <br />blocks so it could be moved. The neighbors have no objection. <br />Bob Blomb<=,rg moved, seconded by Jerry '~iallin, that the conditional <br />• use be approved. Motion carried unanimously. <br />House File 1365, an addition to Chapter 590 of Tti2innesota Statutes <br />providing (1) a method to finance rehabilitating small and medium <br />sized commercial buildings, and (2) a method of financing construction <br />rehabilitation, and purchase of housing units which are primarily for <br />individuals of low or moderate income and related and subordinate <br />facilities was noted. Chairman Stefanson pointed out that due to <br />the economic conditions, some businesses are suffering hardships. <br />Jim Bourquin stated that the bill is basically enabling legislation <br />which would permit the Village of Falcon Heights an opportunity to <br />issue revenue bonds in the future to help people to rehabilitate <br />property in the commercial area, <br />Council Liaison Larson advised the Planning Commission: (1) that <br />the League of Minnesota Cities advised that manufactured housing <br />commonly called mobile homes built after 7.976 according to HUD <br />standards cannot be totally}s ohibited from local zoning ordinances. <br />the City and County may designate a zoning class or particular area <br />and~or certain conditions.
