Also present PRESEATT <br />was Council Liaison Larson. <br />Olson, Labalestra and ti~ead. ABSETdT <br />The August 9, 1982 rtiinutes were discussed. Ji_m Bourq_uin moved, seconded AUGUST 9, 1982 <br />by Mary V;aldo, to approve the minutes as presented. ~.2otion carried P:~INUTES <br />unanimously. AP''ROVED <br />A conditional use reauest from Hoffman Corner Oil Co., 1350 P~. Larpenteur, HOFFTti4AN <br />to sell pop, snacks and candy tivas considered. tu2r. Lloyd A. Urban, 3595 CORI~'ER OIL CO. <br />Hoffman Road, ~iu'hite Bear Lake, owner of Hoffman Corner Oil Co. presented LLGYD A. URBAN <br />background information on his business. He purchased Hoffman Corner Oil <br />Co., from Oscar Husby a year ago. PJir. iJrban stated that ;~Jir. Husby had <br />sold cigarettes and candy at this location and he would like to continue <br />to do so. He had now added a pop cooler and in the future he plans on <br />expanding the building itself and sell light groceries similar to what is <br />sold at the Standard Oil location. ivlr. Stefanson expressed concern over <br />• the increased traffic that might be generated as a result of adding <br />convenience items due to its close relation to the residential area. <br />Jim Bourquin stated he felt that it is normal gas station business to <br />sell pop, candy and snacks. Harold iJilsen pointed out that the station <br />was located in a B-2 business district and section 11.1 of the zoning <br />ordinance already permitted sales of this type. Therefore, Jim Bourquin <br />moved to approve the conditional use with the provision that when JLr. <br />LTrban plans to expand his retail floor space that he seek Planning <br />Commission approval. Jerry '~tiallin seconded the motion. 'lotion carried <br />unanimously. Jerry e';`alli.n advised S,~s. Urban that he felt a conditional <br />use might not be necessary but instead he would be required to obtain <br />a grocery license and this should. be discussed w3_th the Clerk Administrator. <br />Thomas h1IcClintick, lt~l7 ti~'est Idaho, requested a variance to build a THOMAS <br />double garage (24 x 22) on the existing garage area, two feet from the MC CLINTICK <br />property line and three feet from the alley. He presented signatures 1417 Vi. IDAHO <br />from his neighbors expressing no onpositior. to his garage addition. <br />Jim Bourq_uin made a motion to approve the variance reauest. The motion <br />was seconded by Jerry ~iValli.n. ?s2otion carried unanimously. <br />Phil Chenoweth, Fiscal Consultant, made a presenta"ti on of the proposed DEVELOPMENT <br />Development Plan and Tax Increment Financing Plan. He explained that PLAN AND 'TAX <br />a request had been received from Hewlett-Packard for further consideration TNCREMENT <br />F'INAPICING PLAN <br />• <br />
