• MINUTES <br />PLANNING COMMISSION MEETING <br />OCTOBER 11, 1982 <br />The Planning Commission meeting was called to order at 7:30 P.M. by <br />Chairman Al Stefanson. <br />Stefanson, Olson, Nilsen, Wallin, Blomberg, Chenoweth and Mead. PRESENT <br />Waldo, Bourquin and Council Liaison Larson. ABSENT <br />Chairman Al Stefanson advised the Planning Commission that John Labalestra NE4P MEMBER <br />had resigned his position as a member of the Commission due to other family PHIL <br />activities. Chairman Stefanson then introduced Phil Chenoweth as the new CHENOWETH <br />member of the Planning Commission. The City Council confirmed his appointment <br />on October 5, 1982. <br />Marshall Levin, from Baker Associates, Architects, advised that the Flower FLOWER CITY <br />City owners were very interested in rebuilding as soon as possible. He REBUILDING <br />presented building plans which indicated that the building would be mooed <br />back to meet the setback of the zoning ordinance and parking had been <br />increased by ten spaces, which still does not meet the zoning ordinance. <br />The building will cover 5,300 square feet, which is a decrease in size from <br />the pr®vious building. The building will contain greenhouse type display <br />• wi ndows and if enough funds are available, the facade of the other stores <br />will be reworked. The possibility of construcing two stories had been <br />r®searched and the owners of the property felt it would not be economically <br />feasible. Sprinklers will be installed in the new store with the possibility <br />of extending those sprinklers to the existing buildings. Harold Nilsen felt <br />that there were parking problems and stated that: (1) the parking lot should <br />be striped, (2) parking should be directed one-way, and (3) parking in front <br />of the present retail stores should be limited to compact cars. Jerry Wallin <br />asked what type of agreement was in effect with Ramsey County regarding use of <br />the boulevard for parking. Mr. Levin replied that he had not researched the <br />subject but would check with the county. Mr. Wallin felt that this would not <br />fit into the concepts of the previously adopted Comprehensive Plan. A <br />discussion was then held concerning what exact variances would be needed for <br />construction as planned. Since the previous building was constructed before <br />the existing zoning ordinance, many variances would be needed. Harold Nilsen <br />and Al Stefanson felt that the building plans were a significant improvement. <br />Mr. Stefanson asked if another story had been contemplated for office space <br />rental and he was advised that it had not. He also asked if another floor could <br />be added at a later date and he was advised that his plan would not allow for <br />that. Harold Nilsen volunteered to work with the Clerk Administrator to find <br />outwhat type of an agreement is in effect with Ramsey County concerning use of <br />the boulevard. He felt there should be a curb cut located approximately in <br />the middle of the structure to better facilitate traffic movement. He also felt <br />• <br />
