<br />MINUTES <br />FALCON HEIGHTS PLANNING COMMISSION <br />JUNE 4, 1984 <br />The Planning Commission Meeting of June 1~, 198l~ was called to order by <br />Al Stefanson, Chairman, at 7:30 P.M. <br />Stefanson, Nilsen, Chenoweth, Wallin, Mead, Trent-Sullivan, Black, and PttESENT <br />Grittner. Also present was Council Liaison Chestovich. <br />Olson. ABSENT <br />The Minutes of the April 2, 1984 Planning Commission were discussed. MINUTES OF <br />Jerry Wallin moved, seconded by Harold Nilsen, that the Minutes be 4/2/84 <br />approved as presented. Motion carried unanimously. APPROVEL <br />Bob Collins, Attorney for Bullseye Golf, explained the status of the BULLSEYE <br />acquisition of the liquor store; that is, that the property would be GOLF <br />made available to the developer at fair market value price. One appraisal PKELTMINARY <br />has been done by the City and Bullseye Golf has hired an independent PLANS <br />appraiser. Mr. Collins then advised that he had obtained an appraisal of <br />the gas station, met with the owners and offered a sum of money for the <br />• <br />acquisition of that property. The owners of the gas station felt the offer <br />to be too low and obtained an unofficial appraisal from a commercial business <br />realtor. No further negotiations have transpired. <br />Bob Collins advised that a letter of credit has been provided to the City <br />along with a copy of the executed development agreement and fees incurred by <br />the City with regard to the development have been paid. <br />Mr. Collins then presented the site plan prepared by Pope Associates, <br />Inc. Mr. Pope was in attendance to answer questions. Items such as the <br />acquisition of the George Peck property, acquisition of the liquor store <br />and gas station, an ~~Ln shaped building, common parking, underground <br />parking, etc. were all considered in the design phase. A number of the <br />options were ruled out because the costs would be disproportionate for <br />what Bullseye would receive. He reviewed the site plan indicating there <br />would be 23,000 square feet of retail space on the ground floor, 3,000 sq ft. of <br />office space used by Bullseye in the basement plus an additional 12,000 sq. ft. <br />of storage in the basement area. <br />Construction would like to be started by September lst (after the State Fair) <br />with opening planned for February of 1985. Therefore, he would appreciate <br />approval by the Planning Commission and City council of the site plans as <br />soon as possible as well as setting the date for the public hearing on the <br />formation of a tax incre¢nent district. If negotiations with the gas station <br />owners came to a standstill or deadlock, he requested proceeding by having <br />• the City enter into condemnation proceedings. <br />
