• MINUTES <br />FALCON HEIGHTS PLANNING COMMISSION <br />JULY 2, 1984 <br />The Planning Commission Meeting of July 2, 1984 was called to order by <br />Al Stefanson, Chairman, at 7:30 P.M. <br />Stefanson, Chenoweth, Grittner, Nilsen, Mead, Trent-Sullivan, Black and <br />Council Liaison Chestovich. <br />Olson. <br />The Minutes of the June 4, 1984 Planning Commission were discussed. Jerry <br />Wallin moved, seconded by Don Grittner, that the Minutes be approved as <br />corrected: Page 2, Paragraph 6, First Sentence add the words +'as presented" <br />after the words "the project". And, on Page 2, add a new paragraph after <br />paragraph 6 to read: "A1 Stefanson indicated preliminary site plan looked <br />good, and he was in :favor of the plan to build the entire block along <br />Larpenteur. However, he is trongly opposed to condemnation, and would like <br />to have the purchase negotiations between Bullseye and the garage owners <br />progress more rapidly." Motion carried unanimously. <br />The Minutes of the June 26, 1984 Public Hearing on the New Zoning Ordinance <br />and Zoning Map were discussed. Deborah Trent-Sullivan moved, seconded by <br />• Don Mead, that the Minutes be approved as presented. Motion carried <br />unanimously. <br />The V. Elving Anderson and Carol R. Anderson request for subdivision was <br />postponed until later in the evening becausethe Anderson's were not in <br />attendance. <br />Roger A. Pearson, 1~2b Crawford, requel~ted,.a conditional use permit to install <br />a metal utility shat. He presented signatures from immediate neighbors not <br />objecting to the construction of the structure. After questions regarding <br />its location in proximity to the lot line and how it will be fastened to the <br />ground, Don Mead moved, .seconded by Jerry Wallin, that the conditional use <br />be approved. Motion carried,unat~imously. <br />Mark Haggerty, Attorney at Law representing Grace Lai, advised that last <br />year a building permit was. approved for a five-unit condominium. Due to <br />financing considerations, the tawnhouse~coucept was necessary. He then <br />explained the difference between buying a condominium (purchaser is merely <br />buying air space inside the unit; the physical structure of the building <br />and all the grounds are owned in common with the owners of the other units) <br />and a townhouse (purchaser actually awns the land under the unit, some of <br />the backyard and front yard of the unit). Financing is more easily obtained <br />.for a townhouse. Due to the fact that the units are being offered for <br />sale at ;139,000, he felt it was imperative that for marketing purposes <br />townhouse platting of the five units into six lots with one lot being <br />the coaamon area and driveway area be approved. After questions on the <br />• common wa17s between units, location of utilities, and common vs. private <br />entrances, Jerry Wallin stated: (1) the building is in the ground exactly <br />
