MINUTES <br />PLANNING COMMISSION MEETING <br />DECEMBER 3, 1984 <br />The Planning Commission meeting was called to order at 7:43 P.M. by <br />Chairman Al Stefanson. <br />Stefanson, Grittner, Trent-Sullivan, Nilsen, Wallin and Black. <br />Chenoweth, Olson and Mead. <br />The Planning Commission Minutes of November 5, 1984 were reviewed. Member <br />Nilsen moved, seconded by Member Trent-Sullivan, that the Minutes be approved <br />as presented. Motion carried unanimously. <br />John Uban, City Planner, discussed his October 24, 1984 memorandum. He <br />indicated that he has been working with the City Engineer, Bob Schunicht to <br />put together a sketch that will provide a similar streetscape for the Larpenteur <br />Snelling intersection and extending west. He felt it very important to provide <br />a link along Larpenteur to the University, which will pull the City together <br />as well as make Larpenteur more attractive. The City could propose a five year <br />budget to accomplish the improvements by the City paying for the concept and <br />the businesses, Highway Department, Ramsey County, etc. actually paying for the <br />improvements. The City and the University could also work together to have them <br />pay for portions of the improvements. Mr. Uban and Mr. Schunicht will present <br />• the information to the Highway Department and Ramsey County for input. <br />John Uban also advised the Planning Commission of the developments taking place <br />on the Bullseye project. He felt the accomplishment of the shared parking to be <br />the most significant issue. He has been coordinating the landscaping along <br />Larpenteur with. Bullseye and the City Engineer has been coordinating the <br />lighting. Another important factor raised was the maintenance of the plant <br />material throughout the life of-.the tax increment. Mr. Uban also suggested <br />some type of irrigation system for the area. He suggested the Planning <br />Commission review Bullseye's latest plans for landscaping and the City hold <br />funds to insure the landscaping plans are accomplished. <br />Mr. Uban then discussed various parking schemes for the northwest corner of <br />Larpenteur and Snelling specifically addressing the number of parking spaces <br />needed in the Lido proposed expansion. He plans to present the information <br />to Mayor Eggert. <br />Member Black attended a Planning Seminar at the University and requested he <br />be put on next month's agenda to disseminate the information gathered. <br />Next Planning Commission Meeting scheduled for January 7, 1985. <br />Member Nilsen advised Chairman Stefanson that his term of office had <br />expired and this was his last meeting. Chairman Stefanson accepted his <br />resignation with regret and thanked him for his excellent contribution. <br />Member Nilsen moved, seconded by Member Wallin, that the meeting be adjourned <br />at 9:00 P.M.
