MINUTES <br />PLANNING COMMISSION MEETING <br />APRIL 1, 1985 <br />• PAGE 2 <br />tires, provided such activities do not block street traffic, cause traffic <br />congestion or hazards, or otherwise constitute public nuisance. Member <br />Grittner moved, seconded by Member Mead to approve the above three amendments <br />to the zoning ordinance. Motion carried unanimously. <br />Mr. Ray Brown, 1844 Tatum, presented his subdivision request to split RAY BROWN <br />lot 170-51 (26) and explained the lot layout and the easement suggested 1844 TATUM <br />for future street expansion. Mr. Heinrich Loos, 1889 North Snelling, SUBDIVIDING <br />a prospective buyer of the above mentioned lot, indicated that in discussions <br />with the City Council the City wanted a 20 foot easement so that in the <br />future if it were decided to extend Lindig Street north it would provide <br />enough road space. He also indicated that the City Council requested <br />approval of the abutting neighbors for the subdivision. After a discussion <br />concerning the drainage situation for the area, lot size, and how access <br />could be accomplished Member Wallin moved, seconded by Member Olson to <br />approve the proposed splitting of the lot into two 75 foot subdivided <br />lots with a 40 foot strip of land on the east side of both lots for street <br />right-of-way and utility purposes and that the subdivision request be <br />approved assuming that such action is not prohibited by the subdivision <br />ordinance permitting subdivision under 10,000 square feet per lot. <br />Motion carried unanimously. <br />Ted A. Salminen, 1740 Holton, requested a variance to construct a driveway TED A. <br />to the lot line. Chairman Stefanson reviewed the background information SALMINEN, <br />from a memorandum written to the Planning Commission from Clerk Administrator 1740 HOLTON <br />Barnes dated March 28, 1985. Mr. Stefanson also advised that Council- VARIANCE <br />members Ciernia and Hard approved the. variance request. Mr. Salminen APPROVED <br />proposes to construct a ten foot driveway for access into his garage <br />following the same precedent as was followed on Albert. He would trim <br />a Blue Spruce tree and keep it trimmed. A curb would be constructed <br />along the driveway line to control surface drainage. Member Wallin <br />moved, seconded by Member Mead to approve the variance request. Motion <br />carried unanimously. <br />John Uban, City Planner from Howard Dahlgren and Associates, reviewed <br />the streetscape plan for the Larpenteur/Snelling intersection. To <br />improve the visual conception of that intersection, he recommended the <br />following improvements: Underground utilities, controlling signage, <br />control of architecture, construction of a walkway system, landscaping, <br />redo control lights, and widen sidewalks on corners. He felt the above <br />could be accomplished by a combination of direct assessment to the properties <br />and funds from tax increment financing. The City needs to determine the <br />extent of how much should be accomplished and develop a consistent program. <br />Mr. Uban updated the Planning Commission on the Lido redevelopment. He <br />suggested a workshop in the future to develop recommendations to be <br />presented to the City Council. <br />Member Olson moved, seconded by Member Grittner, to adjourn the meeting <br />at 8:40 P.M.
