• <br />• <br />• <br />MINUTES <br />PLANNING COMMISSION MEETING <br />DECEMBER 2, 1985 <br />The Planning Commission meeting was called to order at 7:30 P.M. <br />by Chairman Al Stefanson. <br />Stefanson, Northrop, Finegan, Wallin, Black and Trent Sullivan. Also <br />present was Council Liaison Hard. <br />Grittner, Mead and Olson. <br />Trent-Sullivan moved, seconded by Wallin, to approve the November ~+, <br />1985 Minutes as presented. Motion carried unanimously. <br />George Hoff, Attorney representing Bullseye Golf, Inc. presented a <br />conditional use request to use the lower level of 1557 West Larpenteur <br />(Bullseye Golf) for a "Golf-O-Mat" operation. Golf-O-Mat is a <br />recreational activity conducted solely during the winter months and <br />involves hitting a golf ball into a screen for a simulated round of <br />golf. There would be six Golf-O-Mats in the lower level of the building, <br />with a four-player maximum per unit. Mr. Hoff indicated that he <br />thoroughly reviewed the zoning ordinance and could not find anything <br />contained therein that addressed a use of this nature. He informed the <br />Planning Commission that Dennis Hunt of Bullseye Golf has had some <br />financial setbacks and has closed some of his stores. The Golf-O-Mats <br />that are to be located in Falcon Heights are from one of the stores <br />that have been closed. He pointed out that a condition of the approval <br />of the use is that the Golf-O-Mats would be in operation only until <br />March 31st or until the other units of the Bullseye Plaza building were <br />leased and occupied, whichever comes first. Mr. Hoff indicated that it <br />is Mr. Hunt's hope that the Golf-O-Mats would generate more retail traffic <br />for the tenants of his building as well as Embers. The Bullseye retail <br />stores do not generate very much traffic during the winter months and, <br />therefore, felt that use of the 2~+ spaces allocated to his business during <br />the winter months would be under-utilized without the Golf-O-Mats. The <br />useage of the Golf-O-Mats would be evening and week-end trade. <br />could be made that this request would not be on-going each year to which WALLIN/ <br />Mr. Hoff stated that he was unable to answer. Wallin also referred to HOFF <br />the lack of cooperation by Bullseye with city staff with reference to <br />inspections and the like. <br />is not fully rented. Black requested clarification on the previous variance <br />request granted referring to the fact that the basement were to be used for <br />storage only to which Council Liaison Hard advised that there was nothing <br />specific written in the variance request addressing the issue but discussions <br />were certainly held on the issue. Motion carried unanimously. <br />
