MINUTES <br />PLANNING COMMISSION <br />DECEMBER 1, 1986 <br />• PAGE 2 <br />as part of the rewriting of Article 70: allow for restoration or repair <br />in a residential zone with the following stipulations: (1) the vehicle <br />must be registered to the address of the property owner, (2) work must be <br />done in a garage, (3) the work must not institute a public nuisance, and <br />(4) work should not be done for hire. Motion carried unanimously. <br />Councilmember Hard advised that when the section is rewritten maybe it <br />should be located elsewhere in the Code. <br />Planning Commission members requested another review of the code changes when <br />it is rewritten. <br />Planning Commissioners noted the market analysis/Uban report/McComb reply <br />and the appraisal for the southeast corner of Larpenteur and Snelling. <br />Appreciation was expressed for being kept advised of developments on that <br />corner. Councilmember Hard requested that information generated for Council <br />on tax increment financing be mailed to Planning Commission members. He <br />also advised that it is Council's intent to reconvene the Citizens Committee <br />when a developer comes forward. <br />Connie Lasser, Chair of the Park and Recreation Commission, advised that at <br />park and recreation events residents keep advising her of an interst in asphalt <br />bike paths. She wanted the Planning Commission aware of resident's desires <br />• so that when redevelopment or new development takes place these bike paths <br />be kept in mind. The Parks and Recreation Commission would be willing to work <br />with the Planning Commission on this issue.
