MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />• MARCH 7, 1988 <br />PAGE 2 <br />BARBARA <br />Barb Lukerman, 2211 Folwell, stated she was of the opinion that the addition LUKERMAN, <br />should not in any way affect her neighbor across the street. She is in favor 2211 <br />of the addition. FOLWELL <br />• <br />Carroll questioned why a variance was needed. If the building plans for the C?.RROLL <br />home were previously approved years ago, the addition of a second story that <br />will stay within the foundation perimeters should be grandfathered. She <br />also questioned whether a variance is needed in the light of information <br />that was discussed at the February Planning Commission meeting by Council <br />Liaison Wallin. <br />Mikelonis also advised that the University guidelines for setbacks is in <br />the process of being revised and the University may remove all setback <br />guidelines. Further, City codes take precedence. <br />After further discussion on whether a variance was needed. Boche moved, <br />seconded by Finegan, to request .Legal Counsel for the City of Falcon <br />Heights to determine whether a variance is needed (whether it should be <br />grandfathered). Motion carried unanimously. <br />A special meeting could be called if it is determined a variance is needed. <br />Nestingen requested information be furnished to Planning Commission members <br />on current legislation covering conditional uses and variances. <br />Tamara A. Roth, 1579 North Hamline is requesting a conditional use to allow a COND. USE <br />pet store in the Blomberg building. She is proposing the operation of a pet/ TAMARA A. <br />grooming store. She will not be boarding any dogs for a fee for. service. ROTH, <br />She will be selling home raised puppies and cats. Mr. Blomberg is currently 1579 N. <br />discussing with the church located nearby the possibility of using their HAMLINE <br />parking lot for employee parking. <br />Finegan moved, seconded by Barry, to approve the conditional use request. <br />Motion carried unanimously. <br />Han Tan Nguyen, 1538 West Larpenteur, proposes to locate a pool hall at this <br />address. There is no establishment in the Twin Cities for Vietnamese to <br />enjoy the game. He is proposing to have ten tables. There is ample parking <br />in the rear with both a front and rear access. He will serve coffee and soft <br />drinks. It will be a social gathering place. <br />No action was taken on the conditional use request as there is no provision <br />for such in the City Zoning Code. Such condition would have to be an NO ACTION <br />amendment to the present Code. The Planning Commission is have a Workshop TAKEN- <br />on Variances/Conditional Uses next week and will discuss the possibility WORKSHOP <br />of including this as a part of the Code.
