PLANNING COMMISSION MEETING <br />AUGUST 1, 1988 <br />PAGE 2 <br />• <br />system, a total parking ban on Coffman would not be acceptable, University <br />students should use University parking facilities and should be ticketed if <br />found parking on Coffman once the request is approved. <br />Carroll again requested that the item be postponed caith the understanding CARROLL <br />that the Grove Association work with the Coffman residents with the critical <br />timeframe in mind that the item be addressed with a formal statement by the <br />next Planning Commission meeting. Barry was of the opinion that those working BARRY <br />on the issue not address the specifics but instead be addressed by City <br />Staff, Planner or Engineer. <br />PARKING <br />Finegan then moved, seconded by Boche, postponement for further consideration. 1666 COFFMAP <br />Motion carried unanimously. POSTPONED <br />Black directed City Staff to look at parking requirements for the Grove area, BLACK <br />University system and City of_ St. Paul and determine how the best of all the <br />requirements used by these areas could be adopted for this area of Falcon <br />Heights as well as all other areas of Falcon Heights. Boche agreed that the <br />issue needs to be addressed in a broader sense. <br />The conditional use request was again considered with the applicants not being <br />present. Barry moved that the conditional use be denied because the applicant <br />was not present. ?Ztion died for lack of second. <br />Daykin then moved to direct staff to specifically notify the applicant that <br />his request will be considered at the September Planning Commission meeting. <br />Motion died for lack of second and no action was taken. <br />Carroll moved, seconded by Duncan, to increase the amount for the Planning <br />Commission's attendance for travel, conferences and schools to $1,000 for the <br />1989 budget. Motion carried unanimously. <br />CONDITIONAL <br />USE REQUEST <br />FOR A POOL <br />HALL <br />NORTHOME <br />SHOPPING <br />CENTER <br />1989 <br />BUDGET <br />Planner Dwinell reviewed his July 20, 1988 letter on planning review methods. <br />Boche indicated frustration on lack of staff input and a request that this be PLANNER <br />communicated to the City Council. There is a need for basic staffing input DWINELL <br />at Planning Commission meetings. Black and Daykin agreed that background information <br />is lacking. <br />Black asked if staff should make recommendations to which Duncan replied that <br />the Planning Commission should make its own recommendations but staff should BLACK <br />provide the framework. Boche was of_ the opinion that staff should provide BOCHE <br />alternatives. <br />Dwinell then reviewed the Procedure Manual for the Planning Process and Review DWINELL <br />of Residential Setbacks. Planning Commission members reviewed the documents <br />and offered suggestions. Written comments should be submitted to Dwinell. <br />He then briefly reviewed his July 26th memorandum and asked for comments. <br />The Planning Commission will consider at its next meeting the public hearing <br />• process (proposed to be handled by Planning Commission members) and variance <br />issues. <br />
