MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />SEPTEMBER 12, 1988 <br />Chairman Black called the meeting to order at 7:30 P.M. <br />Black, Barry, Duncan, Nestingen, Carroll and Daykin. Council Liaison PRESENT <br />Wallin was also present. <br />Finegan, Grittner and Boche. ABSENT <br />Barry moved, seconded by Daykin, approval of the August 1, 1988, and August 8/1 & 8/22 <br />22, 1988, Planning Commission Minutes as presented. Motion carried MINUTES <br />unanimously. APPROVED <br />Chairman Black briefly r.e~ri~wedthe request by William A. Madden, Chair WILLIAM A. <br />Ad Hoc Parking Committee for 1666 Coffman concerning the proposed parking MADDEN, <br />restriction on the east side of Coffman Street as well as background 1666 <br />information. COFFMAN, <br />PARKING <br />Mr. Madden informed that he contacted both the state of Minnesota and Ramsey REQUEST <br />County concerning the legality of parking permits and he was told that Falcon <br />Heights has jurisdiction over their own streets and can issue whatever permits <br />they wish. He then reviewed how the city of St. Paul regulates parking in <br />five areas of the city (resident permits, visitor's permits and special permits), <br />• costs and qualifications. Madden is concerned that 1666 Coffman residents are <br />not being allowed to park on Coffman--University of Minnesota students are <br />not Falcon Heights residents. He asked that the request be quickly acted upon. <br />Discussion focused on whether visitor permits should be issued or whether <br />resident permits should be issued or a combination of both, the precedent that <br />will be set by allowing residents exclusive use of city streets and how <br />such permits would be administered. Planner Malloy pointed out that in MALLOY <br />the November 5, 1984 Council Meeting Minutes John Uban, City Planner, pointed <br />out that space is available should it ever be needed for added parking at the <br />1666 Coffman site. <br />A member of the University Grove Homeowner's Association advised that residents <br />in that area will also be requesting resident parking permits soon similar to GROVE <br />those issued by the city of St. Paul. ASSN. <br />After further discussion, Duncan moved, seconded by Nestingen, to restrict MOTION FOR <br />parking on Coffman from Larpenteur to Folwell to two hour parking from 8:00 A.M. 2 HR. <br />to 4:00 P.M. weekdays and permits be issued for special events only. Upon a PARKING <br />voice vote being taken, the following voted in favor thereof: Barry, Duncan FAILS <br />and Nestingen, and the following voted against the same: Black, Carroll and <br />Daykin. Motion failed. <br />Discussion continued concerning the possibility of additional parking being <br />available on the 1666 Coffman site, permit parking for residents vs. permit <br />• parking for visitors, inexpensive parking being available for University <br />students on Minnesota State Fair property and how enf-QrcQmertt would be handled. <br />
