Ohman <br />Charles Stone <br />Tom 'IJystrom <br />:~ Jack ICenefick, City Attorney <br />B_i11 Black, Council lneinber ' <br />BY: Jim Lammers ,.~~"" <br />I2'E,^-1 I • Z'he purpose of the public hearing was to discuss the proposed <br />amendment to 'the Zoning Ordiriance..Number F4 which would allow - <br />a Planned Development District in the City of Falcon Heights. <br />Bi11 Black explained the concept of a planned development ds- <br />trict which would allow for variations in the strict applica- <br />tion of the Zoning Ordinance and would permit'a developer to _ <br />propose a creative mixed Land use and negotiate the details at <br />this proposal with the City.` <br />It was noted that the concept of a Planned Development District <br />would lend itsel f very. well to the undeveloped. parcel of land <br />west of .Tatum Street and north of Larpenteur. <br />i <br />. Jack Kenefick presented his draft of the proposed amendment ex- <br />plaining that the purpose of the hearing is to discuss the'con- <br />cept of .the amendment and not the precise legal wording, The <br />-process for creation of a planned development district is'as <br />follows: The .developer submits datapertinent to the site to <br />the Planning Commission.- The developer then meets and reviews <br />his proposal with the Planning Commmission. -'.The Planning Com- <br />mission recommends approval of tiie concept or disapproval. Tn <br />the case of disapprova Z'the developer could take his proposal <br />to the City Council. In case'of approval the developer is auth- <br />orzed to prepare preliminary development documents which would <br />be presented at a Planning Commission public hearing. The P1an- <br />ning Commission could then approve this preliminary development: <br />plan with or without modification and authorize the developer o <br />prepare a final development plan for approval at a City Council <br />public hearing. <br />
