., <br />FETING OF FALCON HEIGHTS PLANNING CO?~dISSION <br />March 26, 1968 <br />PRESENT: Plant, Blomberg, Larsen, Libby, Ohman, Berdie, and True tee Slack <br />AffiENT: Schwantes. <br />The meeting was called to order at 7:00 P.l~. <br />1. Mr. Steve Stark and Mr. Richard Stark of white Diversif ied, a subsidiary of <br />Vlhite Drug Company and their attorney, Mr. Allis, presented a request for a <br />conditional uae permit for a retail dry-cleaning establishment at 11107 Aeat <br />Larpenteur Avenue. <br />They plan to remodel the Shell Service Station into adry-cleaning establishment <br />(but not enlarge it). Shell has a six year lease and will reopen if the lease is <br />not taken off their hands. ~Ihite Diversified rill be a lessee. They operate a <br />clean service. There is no odor to their discharge into the atmoap~here, although <br />1t is a toxic poison if in large amounts. Their stack rill be 15' off the roof. <br />They will employ 3 - 5 employees. There will be no trucks, and only three cars <br />will be parked there. The only sign xill be on the side of the building. <br />~fOTIONs Libby moved, a®conded by Larsen that the Planning Co=iasion recommend <br />to the Village Council that a conditional use pereoit be granted to white <br />Diversified to remodel the Shell Station at 1!107 west Larpentsur to a dry- <br />cleaning eatabliahaent provided the design for the remodeling is acceptable <br />to the Village Council, and that a limitation on hours for operation frog <br />7sa.a. to 9:p.a. be stated. The Planning Conaaission sakes two further <br />reco~ndationss <br />1. that the fences on the west and north of the property be maintained, and <br />2. that the village engineer inspect the ezisting plant maintained b7 white <br />Diversified at 1230 South Robert for health hazards xhich might be <br />applicable to their proposed plant on Larpenteur to be sure that the <br />regtiirements of Sections 13.3 and 13.1 of the Ordinance xill be met. <br />2. Mr. Richard J. Coverdale presented his application ~r a conditional nee permit to <br />build an apartment building at 2025 west Larpenteur, xhich is zoned ffi-~A, and for <br />a variance on side lot set-back. 1[r. Coverdale xiahea to build a 23 unit apartment <br />building. Ths building xould use a plan similar to that used for 1670 Fernwood~ <br />Roseville. He is requesting aside-lot set back to pared t a driveway xhich would <br />extend to the lot line (Ordinance 611, sec. 11:.2(2.8) allows parking spaces xithin <br />a 5' set back). He plans 1i1 parking spaces - llt of xhich xould be garages. <br />110TI0Nt Larsen moved, seconded by Ohman that the Planning Commission recomaead <br />to the Village Council that the conditional uae permit be granted to lir. Coverdale <br />for the construction of an apartment building at 2025 Test Larpenteur with plarai <br />as suggested, but that the variance request allowing the driveway to be constructed <br />up to the aide lot line be denied. The Planning Cosmtission recommends that the <br />5' set-back be saintained on the aide lot line. <br />3. 1[r. 2doder e~cpl.ained his tentative plans to build a 1!t unit apartment at 2065 best <br />Larpenteur Avenue.
