Rubinger were present to explain their plans for an 120 unit apartment complex to be built on the Itillmer propertiest They are requesting a conditional use permit for R_3 on B-T„-:~ zoned property. It was noted that tu~o parking spaces are within the ~0~ front yard set- back, and gnat theie were ;taarking spaces in front of each of the entrance ~aoorways to the bu~.ldingG. The three men agreed ti~.t ti~.eJ•- could eliminate these six parking spaces ar_c? stir have a 1.68 ratio to the nuTnber of a~artmen-ts. The plan presented showed a swi;nr,~ii~g pool between ti-.e t,r:o apartirient buildings. It was pointed out that section 8.2 (4) o#' the orotirance requires that such a pool be fenced. It was €sgreed that this could be done by fenciri~, tine s~:ace between the `buildings so that file on7.;~r access to tine ~~ool would be from the buildings. It evas move+a by Per. Hindermann, anti passed tri€it tue Planning Commission recommend to the Village Council that the conditional use :L or the R-~:; structure be granted and that the conditional us:e f'or the swimming pool be gra~~ted. The Planning Commission further recomme~idea that consideration be given to the building ci t~se garages •~itrr compatible matez•ial to that of the main buildings. And further, the Com~uission ni.ghly recommenced that tine Ramsey County Highe~.~ay De~~art~ient give due consideration to file east and west access to the property from Larpenteur Ave. The meeting was adjourned.
