The standards and requirements of <br />these regulations may be modified by the Council In the case of a <br />p~.sn and program far a complete community,, or a neighborhood unit, <br />which in the Sudgment of the Council provide adequate public spaces <br />and improvements for t3ia circulation, recreation, ligkit, air, and <br />service needs of the tr~et trhen fully developed and populated, and <br />which also provide such covenants or other legal provisions as will <br />assure conformity to and achievement of the plan. <br />7.3 Conditions. In grunting variances and modifications, the <br />Council may require such conditions as trill, in its ~ud~nent, secure <br />substantilly the objectives of the standax~is or requirements so varied <br />or modified . <br />7.~ Effective Date.
