E. Facility Use by Municipal or Public Service <br /> Organizations <br /> Public use of public facilities is permitted on a <br /> reservation basis. Public service organizations such <br /> as the following shall be allowed free use of public <br /> facilities: <br /> League of Women Voters <br /> Senior Citizens <br /> Ramsey County League of Local Governments <br /> League of MN Cities /AMM <br /> Watershed Management Organizations <br /> Scouts, Brownie Troups <br /> 4 -H <br /> Neighborhood Groups (such as Grove Assoc., etc.) <br /> 55 Alive Mature Driving Class <br /> Cable Commission <br /> Developers when presenting to neighbors /residents <br /> Legislators (town hall meetings, etc.) <br /> Youth Service Bureau <br /> Roseville Area Schools will be charged their own <br /> prevailing rates for use of city facilities. <br /> F. Utility Fees <br /> 1. Utility Charge Statements. Statements for <br /> utility charges for the preceding quarterly period <br /> shall be mailed to each customer on the 20th day of <br /> December, March, June and September. Payments are due <br /> and payable on or before the last day of business of <br /> January, April, July and October. <br /> 2. Penalty for Late Payment. Each quarterly <br /> billing for utility fees not paid when due shall <br /> incur a penalty charge of ten percent (10 on any <br /> unpaid balance. No penalty will be abated by the <br /> city council. <br /> 3. Special Assessments. All such fees which are <br /> not paid by due date shall be in default and the <br /> council may, in addition to other remedies, annually <br /> levy an assessment for any unpaid fees against each <br /> parcel of land serviced for which the fee is unpaid <br /> and in default. Any such assessment will include <br /> the penalties. Such assessment will be certified to <br /> the auditor of Ramsey County and collected and <br /> remitted to the city in the same manner as the <br /> assessments for local improvements. <br />
