Meeting Date: 11/25/92
Agenda Item: P -3
CITY OF FALCON HEIGHTS
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: Request for a contribution to >.the Roseville
Area Senior Program
SUBMITTED BY: Lynnae LeBarron, Executive Director
North Suburban Senior Council, Inc.
REVIEWED BY: Susan Hoyt, City Administrator
EXPLANATION /SUMMARY:
Description
The senior program provides community -based services to residents
in the school district, extensive educational programming as well
as social and recreational activities (see Attachment A). The
organization is approaching cities in the Roseville School
District for $35,000 of the program costs for services like
Meals -on- Wheels and the blockworker program. Staff calculated
this to be 12% of the total senior program funding base of
$302,175.
Criteria
1. The project is intergovernmental -with federal, school
district and county funding.
2. The organization is requesting $3,255 from Falcon Heights
based upon $3.50 x 930, the number of people over 60 years of
age in the city.
The organization estimates that 260 people are served by the
organization. If a donation is based upon the actual
service provided it would be 260 persons x $3.50 $910.
The letter states that the full cost of the service to
Falcon Heights would be at least twice $3,255 or $6,560.
However, it appears that the organization is looking for
12 not 100 of its funding base from outside its regular
resources.. 12% of the full cost of $6,560 would be $787.
3. This is an on -going program.
4. The city does not provide these services.
5. It meets the general health, safety and welfare requirements
of the state statute.
Other comments:
1. This is not a budgeted item.
2. The Falconeers provide recreation opportunities, not
services. Those consulted are not users of the Roseville
program.
3. The city donated $645 to the Lutheran Social Services
Share -a -Home program.
