The remaining sections of this proposal are numbered to correspond to the like-
numbered sections of the RFP.
III. Required Contents for Proposals
A. Firm Background
Leonard Street and Deinard was founded in 1922, making it one of the oldest law
firms in Minnesota. The firm provides a full range of legal services, with practices which
include public and governmental law; zoning and land use law; administrative law;
environmental law; government relations and lobbying; municipal finance; real estate
development and finance; public and private employment law; construction law; corporate
and business law; tax law; and a full range of litigation. Our practice areas are more
fully described in the attached firm brochure.
The firm currently has 109 lawyers and is growing (at a time when many other law
firms are cutting back). We believe this is a function of our high quality legal work and
responsiveness to client needs.
Of particular interest to the City is our public law department which consists of
10 attorneys devoted full -time and five part-time to governmental and environmental law
matters. In addition, in areas related to public law, we have 10 attorneys in our
employment law department; 14 attorneys in our real estate department; 3 attorneys in
our property valuation department; 4 attorneys in our public finance department; and 15
attorneys in our construction law department. Many of these lawyers are actively involved
in litigation. There are 60 attorneys in the firm's litigation division and we have litigated
many significant public law cases.
The firm has a rich and varied history and we are especially proud of our strong
commitment to the community and to providing pro bono services and legal aid to the
indigent. Two of our partners have served as Chief Deputy Attorney General, the highest
ranking non elected government lawyer in the state. Many have served as judicial clerks
or worked in government or in public interest legal positions.
1. Brief History
a. Municipal Litigation
The firm has extensive litigation experience, having tried thousands of cases to
conclusion. In the past five years, dozens of cases have been tried before a jury.
Specifically with respect to municipal and governmental litigation, the firm has
represented both private parties and governmental units in contested or litigated disputes,
before courts or administrative bodies. Representative areas include:
2
