-13.07 <br /> 9 -13.07 Private Automobile Repair and Reconditioning. Private <br /> automobile repair may be conducted in residential <br /> zones subject to the following conditions. <br /> Subdivision 1. Definitions. As used herein: <br /> a. "Minor Repair" means common maintenance including <br /> oil and filter change; battery or tire change; mounting <br /> of tires on rims; auto tune -up; replacing car lights, <br /> anti- freeze, hoses, thermostats, manifolds and pipes. <br /> b. "Major Repair" means rebuilding, overhauling, or <br /> reconditioning of engines, motor vehicles or trailers <br /> including body, frame or fender straightening or <br /> repair, painting, and vehicle cleaning by steam or <br /> automatic car washing devices. <br /> Subdivision 2. Vehicle Registration. Automobiles on which <br /> repair work is done must be registered to the owner or <br /> occupant of the property. <br /> Subdivision 3. Location of Repair Work. In R -1, R -2, R -3, <br /> and R -4 residential districts minor repair work may be done <br /> in a private garage, a garage attached to a dwelling unit, <br /> or on an improved driveway surface; and major repair work <br /> may be done in a private garage, a garage attached to the <br /> dwelling unit, or, if a permit is obtained from the city <br /> zoning administrator, on an improved driveway surface. In <br /> an R -4 zone, the location of major and minor repair work <br /> shall also be governed by regulations of the property <br /> owner. <br /> Subdivision 4. Hours. Except as herein provided, major <br /> and minor repair work may be conducted between the hours of <br /> 8:00 a.m. and 8:00 p.m. <br /> Subdivision 5. Pe__ Where an automobile repair permit <br /> required, an application shall be made on forms provided <br /> by the city zoning administrator. Automobile repair permit <br /> shall expire ten (10) days after issuance unless extended <br /> for five (5) additional days by the city zoning <br /> administrator. Further extensions shall require approval <br /> of the city council. <br /> Subdivision 6. Nuisance. In no event shall major or minor <br /> repair work be conducted in a manner that creates an <br /> unreasonable disturbance for the owners of adjacent or <br /> near -by property. <br /> (7 <br />
