risen risen a se t.. o C Consent ::••e
Meeting Date: 4/28/93
Agenda Item: C 4
CITY OF FALCON HEIGHTS
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: Park Improvement Expenditures
SUBMITTED BY: Carol Kriegler, Parks Rec Director
REVIEWED BY:
EXPLANATION /SUMMARY: City staff makes the following
recommendations for park related improvements:
1. Purchase of a "Landscape Structures" bicycle rack for
use at city hall. The rack is portable, 5 feet in
length, single faced, and will accommodate 4 bicycles.
Cost: $154.00
2. Purchase and installation of 4 "Landscape Structures"
heavy duty basketball units for the Community Park
hardcourt. Each unit consists of a curved post system
(6 foot extension), backboard and heavy duty twin rim
goal. Installation of new standards is recommended for
the following reasons:
(A) Maintenance. The existing standards require
backboard and /or rim replacement or repair a
couple of times per year. There tends to be a
significant down time for the standards each
season.
(B) Safety. When the hardcourt was resurfaced and
striped last fall, it was done so that the baseline
was inset 2 feet from the bituminous edge and so
that the backboard was inset 4 feet from the baseline.
This is consistent with accepted standards and
guidelines for a hardcourt basketball surface. These
standards insure adequate clearance between the
playing area and the edge of the bituminous and
standard. The existing standards and backboards are
flush with the bituminous edge creating a potentially
unsafe condition.
(C) Function. The placement of the new standards will
provide for a north -south orientation that will be
almost a standard full- court. In addition, one of the
two alternate standards will be set at a junior
height for younger participants.
Landscape Structures is the suggested manufacturer of the
standards for two reasons. First, the standard is considered the
superior product in that it is best suited to withstand heavy use
and abuse. Secondly, this is the same standard that is installed
at Curtiss Field. For maintenance purposes, it is desirable to
maintain consistency on such items.
