t <br /> Ms. Susan Hoyt <br /> September 3, 1992 <br /> Page Two <br /> The estimated cost for alley reconstruction is $30.00 per linear foot which includes overhead. <br /> According to the City's assessment manual, alley reconstruction is assessed 100% against the <br /> abutting property owners. It appears most of the abutting properties have 50 feet of' alley <br /> frontage which would result in an assessment- of $750, assuming both sides are assessed. <br /> One other option for the City to consider in financing would be to request an annual increase <br /> in the Municipal State Aid (MSA) maintenance allowance and utilize these funds to reduce <br /> assessments. The City can request up to 25% of the annual MSA allotment in the maintenance <br /> portion. In 1992, the City received approximately $98,000 in MSA allotment, $3,800 of which <br /> is distributed as maintenance monies.
